We discussed how the UK and Iraq could cooperate together to promote peace and stability in Iraq. During my visit to Baghdad and Erbil in January, I welcomed the recent national elections and those in the Kurdistan region and encouraged swift completion of the formation of the Iraqi cabinet and Kurdistan Regional Government. We recently welcomed the Speaker of the Iraqi Parliament and a delegation of Iraqi MPs to the UK where they were able to witness British parliamentary processes and exchange experiences. answer	answer is ministerial correction date of answer 01/03/2018 answer text <p>Through the Conflict, Security and Stability Fund, the British Government supports the Government of Iraq to ensure that the governance and delivery of services in areas newly liberated from Daesh are more effective, responsive and legitimate. We are working with local political institutions to support their delivery of services such as healthcare, water, electricity, and education, and to create new job opportunities. We are also implementing projects which aim to improve the capability and accountability of local governments, particularly in Basra, Salaheldin, Ninewah and Anbar. answer	answer is ministerial correction date of answer 28/06/2016 answer text <p>We are supporting the Iraqi government as it works to deliver the non-sectarian governance and meaningful political reconciliation and reform needed to rebuild public trust in the Iraqi state and unite all Iraq’s communities against Daesh.</p><p>We welcome the commitments that the Government of Iraq has made to inclusivity, to protecting Iraqi citizens, addressing human rights abuses, holding those responsible to account and to delivering the public services and economic opportunities which Iraqis want and deserve.</p><p>Through the Conflict Stability and Security Fund we are contributing £6m to the UN’s Funding Facility for Immediate Stabilisation, to help the Iraqi government stabilise areas recently liberated from Daesh and re-establish security, basic services and inclusive local governance. These follow large demonstrations which took place during summer 2015. We welcome the overwhelmingly peaceful nature of these demonstrations and the measured manner in which they have been policed. Demonstrators commented on the good treatment by and positive interaction of the Iraqi Security Forces. This is in stark contrast to 2011 when lethal force was used against demonstrators. We are also following similar demonstrations in Iraqi Kurdistan.</p><p>However, we are concerned by recent reports alleging that Iraqi Security Forces, Kurdish Security Forces, Iraqi Popular Mobilisation Forces and militias have committed human rights abuses and violations during recent military operations. We have been clear that Iraqi forces need to do everything they can to protect civilians and demonstrate that they are fighting on behalf of all Iraq’s communities. Prime Minister Abadi and Kurdish Regional President Barzani have committed to investigating all reports and ensuring those responsible are held to account. answer	answer is ministerial correction date of answer 16/09/2015 answer text <p>The Government of Iraq’s (GoI) Ministry of Migration and Displacement, the department responsible for addressing humanitarian needs, has a budget for 2015 of $850 million. To date, they have received and allocated $300 million of their budget from the Ministry of Finance. The Ministry of Displacement and Migration estimate that 40% of the budget received to date is reaching those in the Kurdish Region of Iraq (KRI).</p><p> </p><p> </p><p>Since summer 2014, DFID has provided £59.5 million to the humanitarian crisis in Iraq. This includes essential humanitarian supplies, such as food, water and shelter. answer	answer is ministerial correction date of answer 01/06/2015 answer text <p>Since ISIL’s expansion in the summer of 2014, the Government of Iraq (GoI), with the support of the Global Counter-ISIL Coalition, including the UK, has succeeded in halting ISIL’s advance and pushing them out of a quarter of the territory they have captured. However, the security situation in Iraq remains concerning.</p><p>In central and western Iraq the Iraqi Security Forces (ISF), supported by Coalition airstrikes have generally succeeded in containing ISIL advances, and in places like Tikrit, retaken territory. On 17 May, however, ISIL captured the city of Ramadi in Anbar province. While this represents a symbolic and tactical advance for ISIL, we do not judge it to be strategically significant.</p><p>Some areas of Iraq, such as Mosul, remain under complete ISIL control whilst others like Fallujah and Baiji continue to be heavily contested.</p><p>In the north, the Kurdish Security Forces (KSF), supported by Coalition airstrikes, have recaptured territory, particularly around the Sinjar area, and continue to make incremental gains.
