As the Prime Minister set out in her speech in Florence, we have a responsibility to make this change work smoothly and sensibly and we are confident that we can find a way forward that makes a success of EU exit for all of our people</p><p>We have made significant progress on citizens’ rights and other issues since negotiations began last year. The draft Withdrawal Agreement of 19 March 2018 includes agreed legal text on citizens’ rights. <br>The UK Government and the European Commission have consistently stated that providing certainty for citizens is a priority and we believe it would be very unlikely for the deal on citizens’ rights agreed early on to be reopened. <br>Furthermore, the Prime Minister has been clear on this point, including in her open letter to EU citizens on 19 October 2017: “EU citizens who have made their lives in the UK have made a huge contribution to our country. And we want them and their families to stay.
