answer text <p>The Department for Education works closely with the Home Office and other Departments on a range of policies and practices to promote children’s safeguarding and protection. This includes cross-Government work to tackle trafficking and modern slavery, where the Department’s main focus is on prevention and support for victims.</p><p> </p><p>Effective safeguarding from all forms of abuse depends upon good multi-agency working and the statutory guidance, ‘Working Together to Safeguard Children (2013)’ [1], sets out the roles and responsibilities of the relevant local services, while ‘Keeping Children Safe in Education (2014)'[2] provides corresponding statutory guidance for schools, colleges and their staff.</p><p>In July 2014 we issued revised guidance, ‘Care of unaccompanied and trafficked children’, which sets out the steps local authorities should take to plan support for children who become looked after as a result of being identified as victims of trafficking.[3]</p><p> </p><p>The Department does not hold information on the number of British children trafficked outside the UK. answer text <p>The National Referral Mechanism was established in 2009 and is managed by the National Crime Agency’s UK Human Trafficking Centre. answer text <p>The Child Trafficking Advocacy trial commenced on 8 September across 23 local authority areas. A list of these areas is provided in the table below. In each of the 23 areas, both the Child Trafficking Advocacy service, and the current provision of support for trafficked children will be provided and evaluated so that we can better understand the difference a system of specialist independent advocates makes to the prospects of trafficked children.</p><p>The current provision of support will be provided to the comparator group and will include the implementation of the recently published statutory guidance for local authorities on the care of unaccompanied asylum seeking and trafficked children.</p><p>Local Authority areas involved in the trial:</p><p>Greater Manchester (Manchester City, Stockport, Tameside, Oldham, Rochdale, Bury, Bolton, Wigan, Salford and Trafford); West Midlands (Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton); Croydon; Derbyshire; Kent; Lancashire; Oxfordshire; and West Sussex</p><p> </p>

answer text <p>Child Trafficking Advocates are tasked with supporting all agencies to make decisions in the best interests of child victims and ensuring the child’s views are voiced and respected. The Modern Slavery Bill includes a requirement for all public authorities to cooperate with the advocate. As this is not in force we have agreed with all 23 local authorities in the trial that they will cooperate with the advocate. Whilst consultation with the advocate will be expected, final decisions regarding the care and safety of the child will remain the responsibility of the local authority, Home Office, parent or guardian where relevant.</p><p> </p> more like this
