answer text <p>Government policies focused on delivering home insulation supported investment of around £7.4bn on energy efficiency measures<sup>1</sup> over the last parliament (including some spend prior to 2010). This included spending of £2.9bn on the Energy Company Obligation (ECO) and Green Deal<sup>2</sup>, £3.8bn on the Carbon Emissions Reduction Target (CERT), and £0.7bn on the Community Energy Saving Programme (CESP)<sup>3,4</sup>.</p><p> </p><p>The Green Deal comprised a number of different delivery mechanisms including: Green Deal Finance Plans, where the costs of measures are paid back through energy bills over a period of time; the Cashback scheme and Home Improvement Fund, which provided incentives to consumers to install measures; and Green Deal Communities, which provided additional funding for local authority energy efficiency schemes. These were funded through exchequer spending. ECO, CERT and CESP were obligations on energy suppliers (and generators in CESP), which provided energy efficiency measures to domestic households.
