answer text <p>The Government is committed to improving the quality of rented homes and committed in the Levelling Up White Paper to reduce the number of non-decent rented homes by 50% by 2030, building on the extensive progress made since 2010. We are introducing a Decent Homes Standard to the private rented sector through the Renters (Reform) Bill, which will introduce new standards that all private rented sector homes must meet. The Social Housing (Regulation) Act introduced new measures to drive up the quality of social homes, including through a new proactive consumer regulation regime led by the Regulator of Social Housing. We are also introducing Awaab’s Law, which will set new strict timeframes for social landlords to fix health hazards in homes.</p> more like this

answer text <p>The National Planning Policy Framework (NPPF) states that strategic policies in local plans should set out an overall strategy for the pattern, scale, and design quality of places. The design and use of our built and natural environments are major determinants of health and wellbeing. The Framework is clear that planning policies and decisions should enable and support healthy lifestyles, for example this includes through the provision of open space and green infrastructure.</p><p>In support of this, our guidance on creating well-designed places - the National Design Guide and National Model Design Code, emphasise the importance of providing access to both high quality public and external private spaces in new residential development to support the physical, mental and social health and wellbeing of residents.</p> more like this

answer text <p>The National Planning Policy Framework is clear that policies and decisions should ensure that a new development is appropriate for its location. These should take into account the likely effects of pollution on health, living conditions, including the risk of overheating, and the natural environment. Government policy is that by encouraging good design, planning policies and decisions should limit the impact of light.</p><p>The National Planning Policy Framework is also clear that planning policies should mitigate, and reduce to a minimum, potential adverse impacts on health and quality of life resulting from noise from new development. They should also identify and protect tranquil areas which have remained relatively undisturbed by noise and have high recreational and amenity value for this reason. Part E of the Building Regulations 2010 requires protection against sound from other parts of a building, adjoining buildings and within a dwelling-house, and prevention of unreasonable reverberation in common internal parts of buildings with residential flats or rooms.</p><p>The National Planning Policy Framework also highlights the importance of development creating places that have a high standard of amenity for existing and future users and recommends that planning policies for housing should apply the nationally described space standard where this is justified.</p>

answer text <p>A high-quality, safe, and suitable home can help people stay independent and healthy for longer, whilst reducing health and social care costs.</p><p>The Department funds the Disabled Facilities Grant to support older and disabled people on low-incomes to adapt their homes to make them suitable for their needs. It was recently announced that funding for 2020-21 will be maintained at £505 million.</p><p>We also provide funding to build specialised housing - through the Care and Support Specialised Housing Fund, with up to £76 million available in 2019-20.</p><p>With reference to new mainstream housing, the Home of 2030 is a cross-government initiative between Ministry of Housing, Communities and Local Government, Department for Business, Energy and Industrial Strategy and the Department of Health and Social Care to bring forward the design and delivery of high-quality homes which are energy efficient, inclusively designed, and suitable for all generations. The design and delivery competition launched in March 2020.</p><p> </p><p> </p><p> </p>

answer text <p>In a 2016 report, the Building Research Establishment (BRE) estimated that the cost to the National Health Service of excess cold in the poorest 15% of housing stock in England is approximately £848 million per year. It estimated that investment to improve the thermal performance of these homes would cost £6 billion. They also estimated that poor housing in England generated first year NHS treatment costs of £1.4 billion annually. The wider cost to society (including medical costs, lost education and employment opportunities) of poor housing was £18.6 billion.</p><p>The Department for Business, Energy and Industrial Strategy (BEIS) is leading a project looking at the health impacts of living in cold homes.</p><p>The Fuel Poverty Strategy for England includes a vulnerability principle and Government has consulted on updating this principle so that it focuses specifically on households that are most at risk to the impact of living in a cold home.
