answer text <p>The Senior Deputy Speaker has asked me, as Chair of the Services Committee, to respond on his behalf.</p><p>It is always the intention of Catering &amp; Retail Services to purchase high quality, fresh, seasonal produce. In catering outlets and for events the majority of fresh products purchased are British: meat, dairy, bread, eggs, and fruit and vegetables (when in season) are sourced from within the UK.</p><p>When tendering for new supplier contracts the Parliamentary Procurement and Commercial Service (PPCS) add to contracts wording such as:</p><p>&quot;The Authority [PPCS] seeks to appoint fresh produce suppliers that have robust environmental and local sourcing policies and give preference to those that subscribe to Linking Environment and Farming marque (LEAF), or Red Tractor…&quot;</p><p>Seasonality and the provenance of our ingredients feature heavily on our menus and promotional material. Key calendar dates such as British Food Fortnight are supported in our outlets through promotional activity, along with other regional showcases, highlighting produce and traditional food recipes from across the UK. Catering &amp; Retail Services have also worked with the National Farmers Union for their Back British Farming campaigns.</p>

The policy of the House Administration, endorsed by the House of Lords Commission, is to ensure that facilities on the Lords part of the Parliamentary Estate are provided in accordance with the advice of and guidance from Public Health England to ensure a safe and secure environment for members and staff. The Services Committee and the Commission will keep under review the potential for reopening and reconfiguring facilities in line with that guidance, and will be issuing further information in due course.</p> more like this

answer text <p>The Senior Deputy Speaker has asked me, as Chair of the Services Committee, to respond on his behalf.</p><p>The net cost of catering has increased during the COVID-19 pandemic caused by a reduction in revenue because there have been limited catering outlets open (due to fewer Members and staff on site each day) and no banqueting events have taken place since March. The largest cost which impacts the subsidy is payroll and the Administration has continued to pay staff in full each month. Arrangements have been made for variable hours staff to receive pay averaging that which would have been expected prior to the pandemic. Catering management have reviewed the catering operations in view of the continuing effects of COVID-19 and have put mitigations in place, including:</p><ul><li>Stopping the recruitment process to fill current vacancies and any leavers;</li><li>Reducing the items available in the outlets currently open without detriment to quality. This means reducing food costs, production time, and food waste;</li><li>Curtailing expenditure on trading overheads where possible;</li><li>Ensuring the staffing rotas are managed effectively to offer resilience in the COVID-secure workplace.</li></ul><p>The financial impact of the pandemic on catering services will remain under review.</p>

answer text <p>The Senior Deputy Speaker has asked me, as Chair of the Services Committee to respond to these questions on his behalf.</p><p>At its meeting on 11 July 2019 the Services Committee agreed to trial a revised service in the Bishops’ Bar, taking effect from the return of the House in September. Due to the dissolution and recess periods the Committee agreed that the trial be extended until April 2020.</p><p>During the trial period food preparation has been removed from the Bishops’ Bar, due to health and food safety concerns. This has meant that it is no longer possible for staff to customise salads and sandwiches at the point of sale. The Committee also agreed to the removal of toasted sandwiches from the Bishops’ Bar as part of the trial. A variety of toasted sandwiches remain available for purchase in the River Restaurant, with the choice of eating in or taking away. Two plated salad options have remained on offer in the Bishops’ Bar during the trial period and should the trial changes be made permanent these plated salad options will remain.</p><p>The Committee did not introduce these changes lightly. They were the subject to several discussions by the Committee; the minutes of which are available on the Committee’s webpage.</p><p>A report on the trial and future provision of services in the Bishops’ Bar is expected to be considered by the Committee at its April meeting. Once the Committee has had the opportunity to consider the report, it will be made available on the Committee’s webpage.</p>
