answer	answer is ministerial correction date of answer 30/03/2017 answer text <p>Public Health England (PHE) track a number of indicators concerning health, wellbeing and behavioural and cognitive outcomes associated with life chances. This is via the Public Health Outcomes Framework and other profiles, in particular the child health profiles and the early years profiles.</p><p> </p><p>These indicators include background factors, such as children in low income families, risk factors, (for example low birthweight at term), and protective factors including breastfeeding initiation. PHE also collect data on early years outcomes via the Ages and Stages questionnaire as well as later childhood outcomes.</p><p> </p><p>There are also indicators on obesity, namely excess weight in four-five and 10-11 year olds. In terms of childhood health and life chances, obese children and adolescents are at an increased risk of developing various health problems (both physical and emotional /psychological), and are also more likely to become obese adults.</p><p> </p><p>In addition, the Department funds longitudinal studies such as the millennium cohort study to track children through childhood and is supporting the roll-out of Routine Enquiry into Adverse Childhood Experiences. The Best Start in Life Board meets bimonthly, jointly chaired by PHE and a local authority Chief Executive. Local authorities are responsible for commissioning appropriate services for 0-19 year olds in their areas, including health visiting and school nursing. Public Health England monitors a range of health outcomes for children, provided by Local authorities, including the health visiting services’ high impact actions, such as reducing smoking in pregnancy and managing a healthy weight in 4-5 year olds. The majority of these show a steady state of improvement[1].</p><p> </p><p>Whilst no similar collection of data is made for school nursing services, and therefore no assessment has been made, school nurses are key providers of both the National Child Measurement Programme and childhood immunisations, both of which show significant uptake rates[2].</p><p> </p><p>Both the Health Visitor Programme and School Nurse Programme, which concluded in 2015, introduced new service models for both professions to help develop improved access, user experience and outcomes, as well as reducing health inequalities. The Health Visitor programme also saw the workforce increase considerably enabling more families to be reached. Through the Government's sports strategy Sporting Future, published in December 2015, Sport England will now invest in sporting provision for children aged five and over - previously the starting age was 14 years old.</p><p> </p><p>In addition, Sport England's new strategy, Towards an Active Nation, published in May 2016, sets out their plans to make a major new investment of £40 million into projects which offer new opportunities for families with children to get active and play sport together. answer	answer is ministerial correction date of answer 29/02/2016 answer text <p>The Department is leading work to develop an indicator of child development at age 2-2½ to be included in the Public Health Outcomes Framework (PHOF) from 2017. The population measure will give a national picture of child development at age 2 and will also help local areas to assess the impact of services for 0-2 year olds and inform local commissioning.</p><p> </p><p>Since April 2015, the Department has asked all health visiting teams in England to use the evidence based Ages and Stages Questionnaires (ASQ-3) as part of children’s health and development reviews at age 2-2½ to generate data for the indicator. The Department has worked with Health Education England to develop e-learning materials to support health professionals using ASQ-3 as part of the two year review.</p><p> </p><p>From October 2015, health visiting providers were asked to report ASQ-3 scores to the Children and Young People’s Health Services dataset, which is being developed by the Health and Social Care Information Centre. The dataset is expected to publish its first report in April 2016.</p><p> </p><p>Public Health England will draw on ASQ-3 data from the children’s dataset to report the PHOF outcome measure of child development at age 2-2½, reporting on a yearly basis the percentage of children with a positive outcome across all five domains of development in ASQ-3 at age 2-2½. answer	answer is ministerial correction date of answer 04/12/2015 answer text <p>The commissioning of 0 to 5 years public health services transferred from NHS England to local authorities on 1 October 2015. Prior to transfer, Regulations were made to mandate the delivery of five universal health visitor reviews as set out in the Healthy Child Programme. The Regulations have a sunset clause that ends their effect on 31 March 2017, 18 months after coming into operation.</p><br /><p>The Regulations make provision for a review, by the Secretary of State, of the operation of the mandated elements.
