answer text <p>The previous parliamentary question 231973 asked for total spend on consultancy in 2016-17, so the figures provided were extracted from the Bravo contract system which reports all spend that has been invoiced during the reporting period.</p><p> </p><p>HM Courts &amp; Tribunals Service Annual Report and Accounts 2016-17 are prepared on an accruals basis - this is when the cost is recognised within the relevant period in which the department derives the benefit of the services acquired or consume the goods purchased, regardless of when invoices are received or payment was made – and is the reason why the Answer to Question 231973 differs.</p><p> </p><p>The Annual Report &amp; Accounts are prepared in accordance with accounting standards and are subject to audit.</p><p> </p><p>By making use of consultants, the department can save on salary, national insurance and pension costs associated with permanently employing individuals whose skills may not be needed after a set period.</p> more like this

As part of the governance process, approvals are sought from Finance Business Partner, HR Business Partner &amp; the Director General to ensure that project outcomes and budget are validated and to seek confirmation that internal resource is not available to deliver either due to the specialist nature of the project or due to capacity issues enabling delivery within the project timescales.</p><p><br> By making use of consultants, the department can save on salary, national insurance and pension costs associated with permanently employing individuals whose skills may not be needed after a set period.</p><p> </p><p>The government is investing £1bn to reform our courts and tribunals service, bringing new technology and modern ways of working to the justice system and benefiting all those that use it.</p>

answer text <p>The HMCTS change management consultancy contract is with pwc, who provide a delivery partner service to support our reform programme. Overall, we are scheduled to spend up to £30 million with them on the contract which was signed in July 2017, and runs for two years, with an option for a one-year extension.
