answer text <p>The Government is convinced of the need for urgent action on climate change, which is why we asked the Committee on Climate Change (CCC) for advice last October on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target.</p><p> </p><p>The CCC published their advice to Government on 2 May 2019. It sets out a path for the UK to become the first major economy to legislate to end our contribution to global warming entirely. We are studying the CCC’s comprehensive, ground-breaking report, and are committed to responding in due course.</p> more like this

answer text <p>No assessment has been made. The Government recognises that climate change is one of the most urgent and pressing challenges we face, and our Clean Growth Strategy sets out our plans to reduce greenhouse gas emissions through to 2032, including ambitious policies and proposals on housing, business, transport, the natural environment and green finance.</p><p> </p><p>The Strategy builds on the strong progress we have made towards our legally binding targets established in the world-leading Climate Change Act. Between 1990 and 2017, the UK reduced its emissions by over 40 per cent while growing the economy by more than two thirds.</p><p> </p><p>We recognise the need to go further, which is why we have commissioned the Committee on Climate Change to provide advice on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target. They have been asked to include evidence on how carbon emission reductions in line with their recommendations might be delivered in key sectors of the economy. This advice is due on the 2 May and we will consider it carefully when it is received.</p>

answer text <p>Details of the methodology for calculating emissions from the agricultural sector within the UK’s Inventory of Greenhouse Gasses have been published in the UK’s national inventory report, which is publicly available via the United Nation Framework Convention on Climate Change (UNFCCC) website.</p><p> </p><p>The inventory’s estimate of emissions from fodder and grassland production is calculated based on statistical data detailing: the area of crop and grassland production from the June Survey of Agriculture and Horticulture; typical UK fertilisation rates for those crops from the British Survey of Fertiliser Practice; and standardised greenhouse gas emissions factors based on UK-specific measurements.</p><p> </p><p>The methodology is based upon a long term research programme supported by Defra under the UK GHG Research and Development Platform. The platform brought together over 100 scientists from 16 research institutes, and engaged industry experts to ensure the inventory was fit for purpose, and accurately reflected UK farming practices. The programme included projects to undertake detailed measurements of methane and nitrous oxide from typical UK farming systems. Reports for these projects are available online via Defra’s R&amp;D portal.</p><p> </p><p>A third project integrated existing data sources with the new data collected via the platform and developed modelling tools to support the national inventory. The final report for this project is undergoing quality assurance and will be published by the end of this year.</p><p> </p>

These include projections of emissions reductions by sector, and sensitivity to fossil fuel prices and economic growth.</p><p>The 2016 energy and emissions projections are the most recent published projections. answer text <p>The Clean Growth Strategy, published earlier this year, set out that we will likely need to decarbonise nearly all heat in buildings and most industrial processes in order to meet the 2050 emissions reduction goal set by the Climate Change Act 2008. The Clean Growth Strategy made clear that there are a number of different scenarios for meeting our 2050 goal and at present, it is not clear which approach will work best at scale and offer the most cost-effective, long term answer. Under all scenarios we will need to improve the energy efficiency of homes and non-domestic buildings, therefore the Clean Growth Strategy outlined a number of policies for achieving this, including:</p><p>1. Investing around £3.6 billion to upgrade around a million homes through the Energy Company Obligation (ECO). In addition, we will extend support for home energy efficiency beyond the current commitment to fund ECO to 2022 and out to 2028 with funding at least at current ECO levels</p><p>2. Developing a long term trajectory to improve the energy performance standards of privately rented homes, with the aim of upgrading as many as possible to EPC Band C by 2030 where practical, cost-effective and affordable, and consulting on equivalent standards for social housing over this period.</p><p>3. Following the outcome of the independent review of Building Regulations and fire safety, and subject to its conclusions, consulting on strengthening energy performance standards for new and existing homes under Building Regulations, including futureproofing new homes for low carbon heating systems,</p><p>4. Seeking evidence on building a market for energy efficiency, including additional measures to improve energy performance of owner occupied homes through a Call for Evidence published alongside the Clean Growth Strategy.</p><p>5. Developing a package of measures to support businesses to improve how productively they use energy, with the aim of improving energy efficiency by at least 20 per cent by 2030, including by consulting on raising minimum standards of energy efficiency for rented commercial buildings.</p>

answer text <p>Defra officials have liaised closely with the Environment Agency (EA) over the EA’s application of Best Available Technique Associated Emission Levels for the setting of permit conditions under the Environmental Permitting Regulations 2016.</p><p> </p><p>The EA uses standard emission factors. This approach has been agreed with industry as a pragmatic way forward, balancing the risks to the environment against the potentially significant costs to individual permit holders of otherwise having to monitor emissions to demonstrate their specific activity’s environmental impact.</p><p> </p><p>The EA is working with trade associations to gather evidence which will support a review of some of the emission factors to ensure that they reflect current working practices.</p> more like this

answer text <p>The UK was the first country in the world to set legally binding greenhouse gas emissions reduction targets, under the Climate Change Act 2008. The Act requires us to reduce emissions by at least 80% against 1990 levels by 2050, with carbon budgets (caps on emissions over a five year period) to take us on steps down towards this target. Since 1990, we have cut emissions by 42% while our economy has grown by two thirds.</p><p>The Fifth Carbon Budget (covering 2028-32) was passed into law on 21 July 2016. This budget is set in line with the recommendation of our independent advisers, the Committee on Climate Change, at 1,725 MtCO2e, equivalent to a 57% reduction on 1990 levels.</p><p>In October, the Government published the Clean Growth Strategy, which sets out our plans for cutting emissions, while keeping costs down for consumers, creating good jobs and growing the economy.</p> more like this
