answer text <p>The consumption of fuel is highly price inelastic. Therefore, fuel duty freezes only have a marginal impact on the amount of fuel purchased, and therefore limited impact on emissions.</p><p> </p><p>Households spend a significant amount of their total spending on transport fuels, and fuel costs are a major factor in helping the competitiveness of British businesses. Duty on fuel remains at 57.95ppl. The government is also taking action to reduce emissions and improve air quality through Vehicle Excise Duty and the Company Car Tax system.</p> more like this

Amendments to the scheme would require further state aid approval.</p><p>Sourcing fuel is a commercial decision for fuel retailers, but the two closest refineries serving Wales are Pembroke Valero and Stanlow Essar. Being at least 100 miles by road from the nearest refinery is one of the selection criteria used to establish eligible areas, the others being pump price, and population density.</p> more like this

answer text <p>The Government recognises that transport is a major cost for households and businesses in Scotland.</p><p>That is why the Prime Minister recently announced that fuel duty will be frozen in 2019/20, a ninth successive freeze. This will benefit all drivers in Scotland and across the UK.</p><p>As a result of the last eight years of freezes, the average car driver has saved a cumulative £850 compared to pre-2010 escalator plans.</p> more like this

answer text <p>The independent Office for Budget Responsibility (OBR) forecasts fuel duty receipts for the next five years; The 2020-21 forecast is £29.6 billion. This forecast assumes that fuel duty is uprated in line with the Retail Price Index.</p><p> </p><p>However, since 2011, fuel duty has been frozen – a cut in real terms. The announced freezes to fuel duty have meant the Exchequer has not collected around £46 billion in revenues through to 2018-19, and a further £38 billion of revenues will be foregone over the forecast period as a result of these previously announced freezes. For the purposes of comparison, £46bn is around twice as much as we spend on all NHS nurses and doctors each year.</p><p> </p><p>Although longer term forecasts are not published, the OBR’s Fiscal Risks Report highlights that, in the long-term, revenues from fuel duty will decline as vehicles switch from liquid fuels to electric power and become more efficient. The government recognises that these changes may impact tax revenues, but it believes fuel duty will continue to have an important role in the tax system.</p><p> </p>
