answer text <p>The Barnett formula applies to all increases or decreases to Departmental Expenditure Limits (DEL), including when budgets change in relation to funding for Fire and Rescue Authorities.</p><p> </p><p>Fire and Rescue Authorities in England receive funding through the Local Government Finance Settlement. Part of this funding comes from DEL agreed at the Spending Review and the Barnett formula has been applied in the usual way. Additionally, Fire and Rescue Funding is raised through council tax precepts, which is council tax funding ring-fenced for Fire and Rescue Authorities. The Barnett formula does not apply to spending financed by council tax.</p> more like this

answer text <p>On 18 December 2023, the <em>Department for Levelling Up, Housing and Communities (DLUHC) </em>published the Provisional Local Government Financial Settlement 2024/25. The settlement sets out that standalone Fire and Rescue Authorities in England will see an increase in core spending power of £79.1m (4.7%) when compared to 2023/24. This Settlement will be followed by the usual period of consultation, to which I would encourage the sector to respond.</p><p>Funding for the Scottish Fire and Rescue Service is a matter for the Scottish Government.</p> more like this

answer text <p>Overall, fire and rescue authorities will receive around £2.6 billion in 2023/24. Fire and rescue services have the resources they need to do their important work.</p><p>Standalone fire and rescue authorities will see an increase in core spending power of 8.1 per cent in cash terms compared to 2022/23.</p><p>DLUHC published the final Local Government Settlement on 6 February 2023 setting out the referendum principles for Local Authorities in 2023/24. All standalone FRAs will be able to increase their Band D council tax by £5. This will raise £67m if all standalone FRAs choose to make full use of the flexibility.</p><p>The final settlement also confirms that Revenue Support Grant and Baseline Funding Levels will increase in line with September CPI (10.1%). This represents a good deal for fire and rescue and will help to manage their inflationary pressures.</p> more like this

answer text <p>Fire and Rescue is a devolved matter, and therefore the response to this PQ relates to England only. The Department for Levelling Up, Housing and Communities (DLUHC) is responsible for publishing the Final Local Government Finance Settlement. This is the annual determination of funding to local government (including fire), which is approved by the House of Commons. The settlement includes the Core Spending Power for each local authority. Separately, DLUHC on an annual basis publish local authority revenue expenditure data. answer text <p>The maintenance and replacement of end-of-life fire National Resilience assets is fully funded for the 2021 to 2025 Spending Review period.</p><p>However, the specialist vehicles and equipment which support the National Resilience capabilities were purchased around 2005 and will need to be replaced from 2025. answer text <p>The Government understands that inflation is placing a financial pressure on Local Government, including all Fire and Rescue Authorities.</p><p>Local government funding allocations and the council tax referendum principles for 2023/24 will be announced by the Department for Levelling Up, Housing and Communities (DLUHC) at the provisional Local Government Finance Settlement later this year.</p><p>In advance of this, we are working with the Local Government Association, National Fire Chiefs Council, DLUHC and HM Treasury to obtain the right settlement for Fire and Rescue Authorities taking into account, among others, evidence of inflationary pressures. The provisional settlement will set out funding allocations and the precept referendum limits for Local Government as a whole.</p> more like this
