answer text <p>The Government recognises that the rising cost of living has presented additional financial challenges to many people, and especially to the most vulnerable members of society, such as disabled people and people with long-term health conditions – who may have additional energy costs. That is why the Government is taking decisive action to support households while ensuring we act in a fiscally responsible way.</p><p /><p>At Autumn Statement 2022, the Government announced that it will provide a further Disability Cost of Living Payment of £150 in 2023/24 to people in receipt of extra-costs disability benefits such as Personal Independence Payment (PIP) or Disability Living Allowance (DLA). This is additional to the £150 payment for recipients of disability benefits in 2022 already announced as part of the Cost of Living package in May.</p><p> </p><p>Pensioners are more likely to be living in harder to heat homes and suffer disproportionately from adverse health effects from living in a cold home. Many pensioners rely primarily on their State Pension for income and have limited scope to increase their income through work. There will be disabled people (or other family members) in working-age households who may be able to supplement their incomes through work.</p><p> </p><p>However, the Government recognises that there are also many disabled people who cannot increase their incomes through work and who receive means-tested benefits. Individuals who have limited or no ability to work because of their disability or long-term health condition, and are in receipt of means-tested benefits such as income-related Employment and Support Allowance or the Universal Credit Health top up, will therefore also receive the Cost of Living Payments for households on means-tested benefits, namely the £650 payment announced in May and the additional £900 payment announced at Autumn Statement.</p><p> </p><p>Disabled people and people with long-term health conditions will also benefit from other forms of non-means-tested support which the Government is providing to assist with household energy bills. We have taken decisive action to support millions of households with rising energy costs through the Energy Price Guarantee, ​which limits the price suppliers can charge customers for units of gas and electricity. In addition to the Energy Price Guarantee, millions of the most vulnerable households will receive further support this year through the £400 Energy Bills Support Scheme. The £150 Council Tax rebate will also mean that all households in Council Tax bands A-D will receive a rebate, and 99% of eligible households have already received this.</p>

answer text <p>Ofgem, as the independent energy regulator, uses the price control process to set the amount that Network Operators can spend and the returns they can make on investment, in a way that allows the funding needed for a more resilient, low-carbon network while protecting consumers from excessive costs.</p><p> </p><p>The Government engages regularly with Ofgem and the network companies throughout the development of the price controls. The next electricity distribution network price control will commence in April 2023, with Final Determinations from Ofgem expected shortly.</p> more like this

answer text <p>The Energy Price Guarantee is a scheme that caps the unit price households pay for electricity and gas. This means that a typical household in Great Britain pays an average £2500 a year on their energy bill over this winter. This is expected to save consumers who use both gas and electricity around £700 this winter.</p><p> </p><p>Through the Energy Bill Relief Scheme (EBRS), the government will provide a discount on wholesale gas and electricity prices for all non-domestic consumers (including UK businesses, the voluntary and public sectors).</p><p> </p><p>The Chancellor has announced a Treasury-led review of energy support to take effect from April 2023. The objective of the review, which is not a formal Government consultation, is to design a new approach that will cost the taxpayer significantly less whilst ensuring enough support for those in need.</p><p> </p><p>The Chancellor will announce the support which will be in effect from April 2023 in due course.</p> more like this

answer text <p>The Government has announced unprecedented support to protect households and businesses from high energy prices. The Energy Price Guarantee, Energy Bills Support Scheme and the Energy Bill Relief Scheme are supporting millions of households and businesses with rising energy costs, and they will continue to do so from now until the end of March next year.</p><p> </p><p>However, looking beyond April, the Chancellor has said that it would be irresponsible for the Government to continue exposing the public finances to unlimited volatility in international gas prices. A Treasury-led review has therefore been launched to consider how to support households and businesses with energy bills from April 2023.</p><p> </p><p>The objective of the review is to design a new approach that will reduce the cost to the taxpayer whilst ensuring enough support for those in need. Any support for businesses will be targeted to those most affected, and the new approach will better incentivise energy efficiency. Further information will be announced in due course.</p><p> </p>

This includes support of £400 for energy bills for households who do not have a domestic electricity meter or a direct relationship with an energy supplier, such as park home residents. answer text <p>Ofgem collects data separately on the number of individuals on the priority service register (PSR) and the number on pre-payment meters. As of the 31<sup>st</sup> December 2021, 7,352,529 and 6,266,228 of consumers were on the PSR for electricity and gas respectively. In Q2 2022, 4,171,948 and 3,247,403 were on a pre-payment meter for gas and electricity respectively.</p> more like this

answer text <p>Prepayment meters enable customers to budget and can help reduce the risk of entering, or exacerbating, debt. When installing a prepayment meter, suppliers must consider whether this is appropriate for the specific customer, including whether this is safe and practical.</p><p> </p><p>Ofgem also requires suppliers to maintain a Priority Services Register for vulnerable consumers with additional, non-financial needs. Those on a Priority Service Register are offered a range of free services relating to safety, access, and communication.</p><p> </p><p>Whether a consumer is on the Priority Services Register is not necessarily relevant to whether a prepayment meter is appropriate for a specific customer.</p> more like this
