answer	answer is ministerial correction date of answer 27/01/2015 answer text <p>Since 2010, the Department has awarded £5,010,706 of support to collective switching schemes through the Cheaper Energy Together scheme. answer	answer is ministerial correction date of answer 27/01/2015 answer text <p>The standing charge element of the bill is commonly associated with covering the costs of, amongst other things, metering and billing as these are costs which the supplier will incur regardless of if any gas is consumed. These costs include the administrative costs of maintaining a customer account and providing bills and the cost of reading the meter and undertaking a periodic safety check. A supplier will also still be required to pay charges to the local gas network company for maintaining the connection and the distribution network which enables supply.</p><p>If a customer does not wish to pay a standing charge they can switch to a supplier with a tariff which features a standing charge set at zero.</p><p>Ofgem has been clear that consumers in vulnerable situations should not have to pay a standing charge if they are not consuming gas at all and should not have to pay for the removal of their meter, should this be appropriate, and has written to suppliers confirming this.</p> answering member constituency West Suffolk answering member printed Matthew Hancock question first answered 27/01/2015 15:01:20 answering member 4070 label Biography information for Matt Hancock

answer	answer is ministerial correction date of answer 14/01/2015 answer text <p>Whilst this Government is committed to helping reduce energy bills for all consumers, we acknowledge the challenges faced by off-gas grid consumers, in particular due to higher costs of heating fuel.</p><p>In November we held the Fourth Ministerial Roundtable on heating oil and LPG, bringing together industry, consumer groups and MPs to discuss issues affecting off-gas grid customers. We co-ordinate and support the industry’s “Buy Oil Early” campaign, so people stock up at good times for price and quick delivery. In December the Autumn Statement allocated £25m to DECC for funding the installation of central heating in off-gas grid households that currently do not have such a system.</p><p>The launch of the domestic Renewable Heat Incentive last year gives off-gas grid households a real choice of heating for the first time, by providing payments to offset the extra cost of installing renewable heating technologies compared to the replacement of their existing system.</p><p>Energy efficiency is often the best way to reduce both heating and electricity bills. The Green Deal Home Improvement Fund offers grants to all householders for energy efficiency improvements to their home, such as insulation, whilst our amendments to the ECO Affordable Warmth scheme provide stronger incentives for energy suppliers to install energy efficiency measures in off-gas grid homes.</p><p>More widely the Warm Home Discount, worth £140 this year, will go to more than two million low income and vulnerable households, including many off the gas grid.</p> answering member constituency West Suffolk answering member printed Matthew Hancock question first answered 14/01/2015 12:11:47 answering member 4070 label Biography information for Matt Hancock

answer	answer is ministerial correction date of answer 15/12/2014 answer text <p>Competition in the energy markets is crucial to keeping prices as low as possible and to raising consumer confidence in the energy market. Since 2010 we have seen 12 new companies enter the British domestic market challenging the existing companies. Despite this there are concerns about the level of competition therefore Ofgem has referred the market to the Competition and Markets Authority for a full Market Investigation.</p><p>Energy policy is devolved to the Northern Irish Assembly.</p><p>DECC publish regional electricity and gas bills information in Quarterly Energy Prices. Differences between regions are due to several factors including regional variation in pricing and the proportion of consumers who have switched supplier onto cheaper tariffs. DECC estimate that in 2013 the average retail electricity bill was highest in the North Scotland and lowest in the East Midlands and that the average retail gas bill is highest in London and lowest in North Scotland.</p><p> </p><p><em>Source: DECC Quarterly Energy Prices, table 2.2.3 for electricity and 2.3.3 for gas <a href="https://www.gov.uk/government/statistical-data-sets/annual-domestic-energy-price-statistics" target="_blank">https://www.gov.uk/government/statistical-data-sets/annual-domestic-energy-price-statistics</a>.
