answer text <p>Energy suppliers are required by their licence conditions to take all reasonable steps to install and maintain a fully functioning smart metering system for their customers.</p><p> </p><p>When smart meters are installed, if a fault is identified then the customer should be made aware of the problem, what the resolution is likely to be, who will be resolving the fault, and the approximate timescales of the resolution.</p><p> </p><p>Ofgem, as the energy market regulator, is responsible for overseeing energy supplier conduct and can take enforcement action if energy suppliers do not meet their rollout obligations.</p> more like this

answer text <p>Ofgem wrote to energy suppliers on 8 April 2020 to provide them with flexibility to temporarily deprioritise non-essential meter installations. This enabled energy suppliers to focus on: ensuring that customer needs were met, particularly the most vulnerable; maintaining secure, reliable and safe supplies of energy to consumers in the short to medium term; and ensuring the safety and protection of consumers and their workforces.</p><p> </p><p>The Government is working with energy suppliers to re-mobilise the roll-out of smart meters, further to guidance published on 11 May 2020 on working safely in people’s homes during COVID-19.</p> more like this

answer text <p>The latest Ofgem data on Prepayment Meters (PPM) shows that there are 4.3 million customers using PPM meters, which represents around 15% of all customers in Great Britain.</p><p> </p><p>Neither Ofgem nor the Department of Business, Energy &amp; Industrial Strategy routinely collect regional PPM customer numbers However, in 2017 BIES collected a one off local authority area breakdown, which showed there were 460,529 PPM customers in Scotland, 14,008 PPM customers in the Falkirk Council local authority area and 13,143 for the West Lothian Council local authority area. This data does not include customers who pay for their gas using a PPM as this data has not been compiled, however there are fewer gas PPMs as a whole in the market.</p><p> </p><p>The number of Prepayment Meter accounts in the GB energy market over the last five years has remained around 4.5 million. There has, however been an increase in competition in the PPM market over the past five years with PPM specialists providing greater choice for consumers beyond the six large suppliers. A cap on PPM prices was introduced in April 2017 and remains in force.</p>

answer text <p>To date, there has been low uptake of hybrid installations with Metering and Monitoring Service Packages (MMSPs) in the domestic RHI. The domestic RHI, including MMSPs, will close to new applications in March 2022. Therefore, the Government does not consider that extending the MMSP requirements to include sensors in fossil fuel boilers in hybrid installations would provide significant useful data on the overall performance of hybrid heating systems.</p><p> </p><p>The Government will be gathering further evidence on the performance of hybrid heating systems as part of the £16.5m Electrification of Heat Demonstration Project. answer text <p>The Government is planning to publish a Heat and Buildings Strategy in due course, which will set out the immediate actions we will take for reducing emissions from buildings as part of an ambitious programme of work to enable key strategic decisions to set us on a path to decarbonising all homes and buildings.</p><p> </p><p>Smart heating controls/smart thermostats are already a feature of existing heat and energy efficiency policy; for example, they are eligible for the Energy Company Obligation (ECO). Some variants, with additional features, have been approved under the ‘innovation’ element of ECO which means there is a greater incentive to install them.</p> more like this

answer text <p>The Department reached a voluntary agreement with all domestic energy suppliers to a set of principles to support energy customers impacted by COVID-19. These principles include support for prepayment meter customers, who primarily use electronic tokens, keys or cards to top up their meters. Based on individual circumstances, the support available to prepayment meter customers could include:</p><ul><li>extending discretionary/ friendly credit or sending out a pre-loaded top up card;</li><li>enabling customers to nominate a trusted third party to be able to pick up discretionary credit sent to a shop on their behalf;</li><li>switching smart prepayment meters into credit mode, or extending non-disconnection periods, and;</li><li>taking reasonable steps to contact prepayment customers with advice on what to do in the event of self-isolation.</li></ul><p> </p><p>Many energy suppliers have provided additional support for their customers.</p> more like this
