answer text <p>The only expenditure relating to the Smart Metering Implementation Programme that comes from the public purse is the direct cost to Government of delivering the Programme.</p><p>This represents around 1% of the Programme’s total costs.</p><p>DECC’s budget for the Smart Metering Implementation Programme is set annually through the Business Planning Cycle and is based on the programme of work to be carried out to achieve the programme objectives. The budget is not set as a proportion of the total cost of the roll-out of smart meters. The roll-out has been designed to be led by industry, with Government taking a strategic role of oversight.</p> more like this

answer text <p>In line with its licence requirements, the Data and Communications Company (DCC) published a draft Charging Statement in December 2014 for its service charges for the Regulatory Year ending 31 March 2016. This Charging Statement will be published in a form approved by Ofgem in accordance with the DCC’s Licence on 31 March 2015.</p><p>The draft Charging Statement notes that actual costs may vary owing to a number of uncertainties, one of which is the proposed changes to the DCC’s Plan and Implementation Milestones, consulted on by the DCC late last year. No decisions have been taken on this, and therefore the additional costs are not yet finalised. DCC’s consultation estimates the additional costs arising from the revised plan to be in the region of £60 million - £90 million. These costs would be recovered from the DCC’s service users over a number of years. The DCC is regulated by Ofgem, which conducts an ex post review of DCC’s costs to ensure that they are economically and efficiently incurred.</p><p>The procurement of the service providers for the GB-wide smart meters data and communication systems, completed in September 2013, was delivered £375 million below the estimated costs set out in our January 2013 Impact Assessment.</p><p>The latest Impact Assessment, published in January 2014, estimates the total costs of the Programme to be about £10.9 billion, with total benefits of about £17.1 billion, providing a strong business case for the roll-out with net benefits of £6 billion.</p>

The latest report (third version) was issued on December 11th. answer text <p>Good progress is being made. Details of some key developments since December 2013 are set out in the Government’s ‘Third Annual Report on the Roll-out of Smart Meters’, published on 11 December 2014:</p><p><a href="https://www.gov.uk/government/publications/third-annual-progress-report-on-the-roll-out-of-smart-meters" target="_blank">https://www.gov.uk/government/publications/third-annual-progress-report-on-the-roll-out-of-smart-meters</a>.</p><p>Developments over the last 12 months include:</p><ul><li>the launch of Smart Energy GB in July 2014 and the start of the public-facing campaign to communicate the benefits of smart meters to consumers;</li><li>the completion in November of the notification to the European Commission of key technical documents, including the second iteration of the Smart Metering Equipment Technical Specifications (SMETS2), the Communications Hub Technical Specifications, the Great Britain Companion Specification and the Commercial Product Assurance Security Characteristics. These give industry players a stable platform for building, testing and deploying their equipment and systems;</li><li>the further development of the Smart Energy Code, the legal framework setting out the rights and obligations for the different industry parties that use the smart metering system. During 2014, the Government introduced a number of important parts to the Code, including those areas required for testing;</li><li>the recent completion by the DCC of a consultation on changes to its workplan to build and test its data and communication services, for decision in the new year.</li><li>the continued installation of SMETS1 smart meters in homes and businesses (see below).</li></ul><p>Extensive preparations are being made by energy suppliers and other industry players, including in the areas of meter procurement, finance, back office systems and process readiness, and staff recruitment and training. We will continue to work with those organisations that have made less progress to ensure they are ready to deliver the benefits of smart meters to their customers.</p><p>A number of energy suppliers are continuing to install smart and advanced meters in people’s homes and businesses, allowing their consumers to receive benefits now. Information on the number of smart meters installed by seven of the larger energy suppliers in quarter three 2014 is set out in the Government’s ‘Smart Meters, Great Britain, Quarterly report to end September 2014’, published on 18 December 2014:</p><p><a href="https://www.gov.uk/government/statistics/statistical-release-and-data-smart-meters-great-britain-quarter-3-2014" target="_blank">https://www.gov.uk/government/statistics/statistical-release-and-data-smart-meters-great-britain-quarter-3-2014</a>.</p><p>The report shows that there are now 543,900 smart meters in domestic properties and 515,300 smart and advanced meters in smaller non-domestic sites now operating across Great Britain.</p><p> </p>

answer text <p>The Government considered the potential for delivering smart meter rollout and national home efficiency programmes together in the course of developing the smart meter Consumer Engagement Strategy in 2012:</p><p><a href="https://www.gov.uk/government/consultations/smart-meter-consumer-engagement-strategy" target="_blank">https://www.gov.uk/government/consultations/smart-meter-consumer-engagement-strategy</a></p><p><br>The Government recognised that the smart meter installation process provides an opportunity to support other home energy efficiency programmes and it asked suppliers to consider how they can bring together obligations to deliver initiatives such as the Affordable Warmth element of the Energy Company Obligation (ECO) with the smart meter roll-out. In addition, energy suppliers are required to comply with an Installation Code of Practice that requires installers to demonstrate the smart metering system, offer energy efficiency advice, and inform the consumer how they can obtain additional and impartial information or assistance in improving energy efficiency. This includes, for example, generic information about programmes such as the Green Deal and ECO.</p>
