Through the National Minimum Wage (NMW) and the National Living Wage (NLW) the Government protects the lowest paid within our society, including disabled workers – who are explicitly listed as a group entitled to the correct minimum wage: <a href="https://www.gov.uk/national-minimum-wage/who-gets-the-minimum-wage" target="_blank">https://www.gov.uk/national-minimum-wage/who-gets-the-minimum-wage</a></p><p> </p><p>If any worker believes that they might have been underpaid, they can contact Acas for free and confidential help and advice, on 0300 123 1100, or submit a complaint direct to HMRC online using the link <a href="https://www.gov.uk/government/publications/pay-and-work-rights-complaints" target="_blank">https://www.gov.uk/government/publications/pay-and-work-rights-complaints</a></p><p> </p><p>Government has the ambition of getting 1 million more disabled people in to work. On 30 November 2017 we published Improving Lives: the Future of Work, Health and Disability, which lays out our strategy for achieving this ambition by improving both employment opportunities and retention in work for people with disabilities and health conditions.</p><p> </p><p>Our policies are designed to ensure that disabled people can access the labour market, get the support they need and progress in their careers. For example:</p><p> </p><ul><li>We support disabled people to enter employment through initiatives like the Work and Health Programme, will support 220,000 disabled people over 5 years, and the Personal Support Package for those on ESA and Universal Credit equivalents.</li></ul><p> </p><ul><li>Our Disability Confident scheme aims to help and encourage more employers to become good employers of disabled people. Over 10,500 employers have signed up to Disability Confident so far, and that number continues to grow.</li></ul><p> </p><ul><li>Access to Work provides support of up to £57,200 per annum so that disabled people can stay in work and progress to senior levels, while having their support needs met. From 1 April 2019, the annual limit on individual Access to Work grants will be increased to £59,200.</li></ul>

answer text <p>We set out our continued commitment to improving employment rates for disabled people and people with long-term health conditions in <em>Improving Lives: the Future of Work, Health and Disability</em>. We believe people should get the support they need whatever their health condition or disability, whether that’s from their employer, from the health system or from the welfare system.</p><p> </p><p>Too many people are missing the opportunity to develop their talents and connect with the world of work, which is why<em> Improving Lives</em> also set out our ambitious, specific and time-bound goal to see 1 million more disabled people in work by 2027.</p><p> </p><p>However, no single measure can capture everything that we want to achieve. <em>Improving Lives</em> made it clear that “alongside monitoring the number of disabled people in work, we will also consider other useful statistical indicators which give more information about how disability and employment change over this time period, and inform our actions”.</p><p> </p><p>For example, the ad hoc statistical update released on 1 November 2018, by the Department for Work and Pensions and the Department of Health and Social Care, included estimates of the number of disabled people in employment, their employment rate, and the gap between the employment rates of disabled and non-disabled people.</p>

answer text <p>The Equality Act 2010 legally protects disabled people from discrimination in the workplace and in wider society and requires employers to make reasonable adjustments to make sure workers with disabilities, or physical or mental health conditions aren’t substantially disadvantaged when doing their jobs.</p><p> </p><p>Disability Confident emphasises to employers the importance of implementing reasonable adjustments and signposts them to further sources of information and guidance. By providing guidance, best practice advice and access to case studies, DC helps to support managers and HR professionals to build a positive culture. This means that managers and disabled staff can have productive conversations in the workplace, creating the right environment for people to share their disability at work.</p><p> </p><p>Access to Work is a demand-led scheme that provides support for disabled workers over and above the level of reasonable adjustments, up to a maximum of £57,200 per year per person. Access to Work provision was approved for 25,020 individuals in 2016/17 – an 8% increase on 2015/16, at a cost of £104m.</p><p> </p><p>In addition, we are working with Council for Work and Health to develop Reasonable Adjustments Clinical Guidance in relation to 5 conditions which commonly lead to absence from work. We expect the guidance to be published in 2019.</p><p> </p><p>Finally, we are working with partners including employers, to establish a voluntary reporting framework on disability and mental health for large employers. In the supporting guidance we will provide advice on disclosure issues.</p><p> </p><p> </p><p> </p><p> </p>

It is not possible to attribute the direct impact of Disability Confident on this.</p><p> </p><p>Since the launch of the scheme in November 2016, more than 130 employers have progressed to become Disability Confident Leaders (Level 3), including all of the main Government Departments.</p><p> </p><p>My Department is running an ongoing campaign to support sign ups to Disability Confident and regularly showcases the work of Disability Confident Leaders (level 3) via case studies on social media. In addition, Disability Confident Leaders encourage and support other employers (level 1 and 2) on their Disability Confident journey through specialist themed events.</p><p> </p><p>The Disability Confident Business Leaders Group, comprising prominent national businesses, is also promoting the scheme to other employers.</p>

answer text <p>We remain committed to improving outcomes for disabled people. The manifesto commitment to get one million more disabled people in work by 2027 gives us a clear, ambitious, and time bound goal.</p><p> </p><p>We set out our continued commitment to improving employment rates for disabled people and people with long-term health conditions in <em>Improving Lives: the Future of Work, Health and Disability</em>. We believe people should get the support they need whatever their health condition or disability, whether that’s from their employer, from the health system or from the welfare system.</p><p> </p><p>We have invested in our Personal Support Package, which includes £330 million of funding over four years with a range of new interventions and initiatives designed to provide support that is tailored to the individual needs of claimants. We have recruited 300 additional Disability Employment Advisers and we are introducing 200 new Community Partners, bringing specialist advice and support into the Jobcentre.</p><p> </p><p>We are supporting employers to help them recruit and retain disabled people and people with health conditions through Disability Confident, the Access to Work scheme, and specialist advisers in Jobcentres.</p><p> </p><p>Recognising the importance of enabling people to remain in work, we want to reform the Statutory Sick Pay system so that it more effectively supports returns to work, and we are exploring how to shape, fund and deliver transformational change to provide effective occupational health services that can support people in work.</p>

answer text <p>In October 2016 we published Improving Lives: the Work, Health and Disability Green Paper, setting out the Government’s approach to work and health and inviting views on a ten-year strategy for reform.</p><p> </p><p>We engaged with a wide range of stakeholders and others with an interest during the Green Paper consultation period and received around 6,000 responses. We are working towards a publication later this year, which will provide an update on the work we have been doing since the Green Paper, respond to the consultation, and set out our next steps.</p> more like this
