However, the evidence is increasingly clear that vaping is significantly less harmful to health than smoking tobacco and can be particularly useful in supporting smokers to quit, especially when combined with stop smoking services.</p><p> </p><p>In the Tobacco Control Plan for England, published in July 2017, the Government committed Public Health England (PHE) to annually updating their evidence report on e-cigarettes and other novel nicotine delivery systems until the end of Parliament in 2022. PHE have produced guidance for organisations on developing appropriate vaping policies for public places and workplaces, which should be evidence based and support smokers to quit whilst managing any identified risks.</p><p> </p><p>The Government is committed to reducing public health harms caused by smoking. PHE retain responsibility for the provision of information regarding vaping, e-cigarettes and other nicotine delivery systems to protect public health; and have committed to include messages about the relative safety of e-cigarettes within quit smoking campaigns such as the annual Stoptober campaign.</p><p> </p><p>PHE continue to provide advice on quitting smoking, highlighting the potential role of e-cigarettes in doing so. The advice included the following five principles; to make clear the distinction between vaping and smoking; to ensure policies are informed by the evidence on health risks to bystanders; to identify and manage risks of uptake by children and young people; to support smokers to stop smoking and stay smoke free; and, to support compliance with smokefree law and policy. The reviews will cover new evidence from research into the health risks of e-cigarettes, including in relation to flavourings in e-liquids. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>The Government has put in place proportionate regulations of electronic cigarettes to restrict their use by children. The Tobacco and Related Products Regulations 2016 set out legal requirements relating to product safety, labelling and restrictions on advertising for electronic cigarettes. These regulations include a requirement that a unit packet and any container pack of the electronic cigarette or refill container may not resemble a food or a cosmetic product. The Nicotine Inhaling Products (Age of Sale and Proxy Purchasing) Regulations 2015 make it illegal to sell an electronic cigarette to any one aged under 18 years.</p><p>In addition, the Advertising Standards Authority (ASA) is responsible for monitoring the marketing and advertising of non-broadcast communications for electronic cigarettes. Section 22 of the ASA Committee of Advertising Practice Code concerns the regulation of marketing communications for electronic cigarettes and includes a provision to ensure advertisers do not target or feature children, or include content which is likely to appeal particularly to children.</p><p>The Government is required to review the Tobacco and Related Products Regulations 2016 by 20 May 2021 and the Nicotine Inhaling Products (Age of Sale and Proxy Purchasing) Regulations 2015 by 1 October 2020. Whilst the link between uptake of vaping and decline in smoking is not straightforward, the latest research suggests that up to 57,000 people a year are quitting smoking through e-cigarette use who would not have quit through other means.</p><p> </p><p>Ministers and officials receive a wide range of representations from different stakeholders regarding smoking and vaping. The Government is committed to keeping the evidence on e-cigarettes under review and Public Health England (PHE) will continue to publish an annual review of the evidence base.</p><p> </p><p>Local stop smoking services are able to promote vaping as a tool to stop smoking, drawing upon advice from PHE and the National Centre for Smoking Cessation and Training.
