answer	answer is ministerial correction date of answer 04/02/2016 answer text <p>Only e-cigarettes that have been granted a marketing authorisation by the Medicines and Healthcare products Regulatory Agency (MHRA) can be prescribed by the National Health Service.</p><p> </p><p>By law, before a medicine can be placed on the market, it must be given a marketing authorisation (product licence) by a medicines regulator. The United Kingdom regulator is the MHRA. A specially trained panel of medicines assessors reviews all the available evidence arising out of the pre-clinical research and clinical trials. Manufacturers may also be asked to supply additional information. The MHRA also inspects the factory where the medicine is to be made, to make sure that supplies will be of a uniformly and consistently high standard.</p><p><strong> </strong></p><p>To date one e-cigarette, e-Voke (10and 15mg electronic inhalers) has been granted a marketing authorisation by the MHRA. The report of the trial is expected to be published in 2018.</p><br /><p>Public Health England commissioned a comprehensive independent review of the latest evidence on e-cigarettes from leading academics. However, they are not risk free, and therefore they should only be used as a means to help smokers quit. The best thing a smoker can do is to quit completely.</p><p> </p><p> </p><p> </p><p>For those that cannot stop using nicotine completely, or need help not to relapse, National Institute for Health and Care Excellence guidance already promotes the use of harm reduction strategies using a range of nicotine replacement therapies.</p><p> </p><p> </p><p> </p><p>Any smoker wanting to quit, with or without the help of an e-cigarette, is advised to seek expert advice and support from their local stop smoking service. A third are ex-smokers who have given up completely, and a further third are using them as part of a quit attempt.</p><p> </p><p> </p><p> </p><p>While e-cigarettes are not completely without risk, they carry a far lower risk to health than smoking tobacco. A recent Cochrane Review found that e-cigarettes can help smokers to quit or reduce their smoking and the National Centre for Smoking Cessation and Training (NCSCT) advice to local stop smoking services is that they should be open to helping smokers who want to quit smoking with the help of e-cigarettes, especially in those that have tried, but not succeeded, in stopping smoking with the use of licenced stop smoking medicines.</p><p> </p><p> </p><p> </p><p>Public Health England (PHE) is responsible for reviewing the evidence on e-cigarettes and providing evidence-based recommendations to inform the Government’s future thinking. answer	answer is ministerial correction date of answer 19/01/2015 answer text <p>All products intended for use by consumers are regulated under the General Product Safety Regulations (GPSR) 2005 which implements the EU’s General Product Safety Directive (GPSD). A producer must not supply a consumer product unless it satisfies the general safety requirement (regulation 5 of the General Product Safety Regulations 2005). Further still there is also robust legislation, in the form of the Electrical Equipment (Safety) Regulations; these implement into UK law the European Council Directive 2006/95/EEC - commonly referred to as the Low Voltage Directive (LVD) - which cover electrical products such as chargers. This requires the charger to be safe and constructed to good engineering practice and be supplied with relevant safety advice and operating instructions. The enforcement of the legislation falls to Local Authority Trading Standards Services.</p><p> </p><p> </p><p> </p><p>The revised Tobacco Products Directive (Directive 2014/40/EU), which will enter into force from May 2016 will ensure a high level of health protection for UK citizens. It will establish new rules for the safety, quality, ingredients and presentation of consumer electronic cigarettes, as well as refill mechanisms. The new regulations will require six month prior notification of a range of information before either e-cigarettes or refills are placed on the market.</p><p> </p><p> </p><p> </p><p>In the meantime, the Department is currently funding a market surveillance project led by Dorset Trading Standards and involving 40 local authorities across England to ascertain whether there are significant product safety issues for the e-cigarette market in the UK. The main deliverable from this project will be a report with recommendations for future steps to be taken by industry, Trading Standards and Government. E-cigarettes are not caught by smoke-free places legislation under the Health Act 2006. There are no current plans in England to restrict the use of e-cigarettes in public places. Some employers, owners, or managers of establishments and venues have chosen to prohibit the use of e-cigarettes on their premises.</p><p> </p><p> </p><p> </p><p>The Department does not currently collect data on the number of e-cigarettes sold in the United Kingdom.
