answer text <p>Public Health England (PHE) published its most recent evidence review on e-cigarettes and novel tobacco products on 6 February this year. PHE concluded that “to date there have been no identified health risks of passive vaping to bystanders.”</p><p> </p><p>The Department will continue to work with PHE to monitor the evidence base around e-cigarettes. In the Tobacco Control Plan, published in July 2017, PHE committed to update their evidence report on e-cigarettes and other novel nicotine delivery systems annually until the end of the Parliament in 2022.</p> more like this

answer text <p>The Office for National Statistics has published data on e-cigarette use in England annually since 2014. In 2016 e-cigarette use had increased to 2.4 million users, with 1.3 million of those ex-cigarette smokers. Smoking prevalence in England is currently at 15.5%, the lowest it has ever been.</p> more like this

answer text <p>The Department is working closely with Public Health England (PHE) and the Medicines and Healthcare products Regulatory Agency (MHRA) to encourage research into the use of electronic cigarettes (e-cigarettes) and monitor the emerging evidence.</p><p>PHE’s next updated evidence report on e-cigarettes is expected to be published before the end of the 2017. In addition to the publication of an evidence review, PHE have partnered with Cancer Research UK and the UK Centre for Tobacco and Alcohol Studies to develop a forum that brings together policy makers, researchers, practitioners and the non-governmental organisation representatives to discuss the emerging evidence, identify research priorities and generate ideas for new research projects, thereby enhancing collaboration between forum participants.</p><p>The MHRA will continue to undertake market surveillance of e-cigarettes as part of their role as the Competent Authority, feeding back any intelligence to the Department and PHE.</p>

answer text <p>The Government has taken a precautionary approach and actively put in place measures to prevent initiation of e-cigarette use by children. These include legislation to restrict age of sale, proxy purchase and the advertising of e-cigarettes. In addition, the use of e-cigarettes is regularly monitored. To date, data shows no significant level of regular use in children.</p><p> </p><p>Public Health England has published the guidance ‘Use of e-cigarettes in public places and workplaces’ which can be used locally by the National Health Service to set their policy on the use of e-cigarettes. This advice takes into account the current evidence on these products. The evidence base is kept under regular review as new data becomes available.</p> more like this

answer text <p>Using electronic cigarettes (e-cigarettes) is likely to be considerably less harmful to health than continuing to smoke. However, we have insufficient evidence on any residual health harms associated with long term use, and the numbers of users that relapse to smoking, to make an estimate on the impact of their use on National Health Service costs.</p><p> </p><p>The surveys that are undertaken often capture use at one point in time and we know that smokers often make repeated attempts to quit, using a variety of mechanisms to support them before success. E-cigarettes can help some smokers to quit for good and is currently the most popular quitting aid in England. Action for Smoking and Health data (May 2016) estimates that of the 2.8 million current users, around 1.3 million are ex-smokers, i.e. e-cigarette users who only vape. That is an increase from 2014 when around one third of users were ex-smokers.</p> more like this
