answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>Grand Central will not pay the same access charges as Intercity East Coast as Open Access Operators do not pay Fixed Track Access Charges (FTAC). Their analysis shows that standard class is not currently capacity constrained.
