answer	answer is ministerial correction date of answer 18/04/2017 answer text <p>An EU Defence Union concept has been discussed in the European Parliament but is non-binding and has not been raised in the EU Council. At the March European Council, member states agreed to some limited proposals to improve the effectiveness of the EU's Common Security and Defence Policy, including a Military Planning and Conduct Capability (MPCC) to improve oversight and coordination of the three EU non-executive military missions. We have limited the size and scope of the MPCC, ensuring that it is responsible for these non-executive missions only and that its Director will only exercise Operational Control - there is no increase in command authority over and above what already exists.</p><p>There are no finalised proposals for multilateral defence procurement, but the European Defence Agency is engaged in projects across the defence spectrum to help deliver the results and capabilities of member states through increased coordination. answer	answer is ministerial correction date of answer 22/03/2017 answer text <p>On 6 March 2017, at the Foreign Affairs Council (Defence), EU Member States agreed to establish the Military Planning and Conduct Capability (MPCC) for non-executive military missions only. The MPCC will be part of the existing EU Military Staff and its current Director General will also be the Director of the MPCC - there is no such post as EU Operations Commander in Brussels, these roles exist only in the field leading individual operations and missions. The UK has ensured that the MPCC to be set up is limited in size and scope, avoiding duplication with NATO and minimising costs. Rather than duplicating command structures, the priority for European Union (EU) member states should be to meet the two per cent commitment and to support better cooperation between NATO and the EU. In line with this, Conclusions at the 14 November 2016 EU Foreign Affairs Council (Defence), invited the High Representative/Vice President (HR/VP) to present proposals by spring 2017 for a Member State driven Coordinated Annual Review to aid better capability development and to improve synergies in defence spending. These Conclusions highlighted our key principles that Defence remains a Member State competence and the need for coherence with NATO. answer	answer is ministerial correction date of answer 22/11/2016 answer text <p>At the Foreign Affairs Council (Defence) on 14 and 15 November 2016, Member States agreed Conclusions on the Security and Defence Implementation Plan (SDIP) that are consistent with the UK's guiding principles: nothing should undermine or duplicate NATO, which remains the cornerstone of European defence; and the European defence industry should remain open and globally competitive. The actions agreed in these Conclusions will increase the effectiveness of the EU's Common Security and Defence Policy (CSDP) as well as help improve NATO/EU cooperation, including taking forward implementation of the Joint EU/NATO Declaration agreed in the margins of the Warsaw Summit.</p><p>Our Defence relationships with both France and Germany are bilateral partnerships between sovereign nations, based on our common values, interests, and needs. These relationships go back a long way and will continue to endure after the UK leaves the EU.
