answer text <p>The Department is making relationships education compulsory for all primary pupils, relationships and sex education (RSE) compulsory for all secondary pupils from September 2020. From that point, health education will also be compulsory for all pupils.</p><p>These subjects will help in ensuring all young people, at age appropriate points, know the signs of unhealthy or abusive relationships and that violence in relationships and domestic abuse is unlawful and never acceptable. Throughout these subjects there is a focus on ensuring pupils know how to get further support.</p><p>Specifically, the updated draft guidance sets out that RSE will cover the concepts of, and laws relating to, sexual consent, sexual exploitation, abuse, grooming, coercion, harassment, forced marriage, rape, domestic abuse and female genital mutilation and how these can affect current and future relationships. The updated draft guidance can be accessed via the following link: <a href="https://www.gov.uk/government/consultations/relationships-and-sex-education-and-health-education" target="_blank">https://www.gov.uk/government/consultations/relationships-and-sex-education-and-health-education</a>.</p><p>Children exposed to domestic abuse are more likely to experience mental health difficulties, be excluded from school and become victims of domestic abuse in later life. That is why teaching about this in RSE is important and demonstrates how the subjects will support the measures set out in the draft Domestic Abuse Bill.</p>

answer text <p>Pre-charge bail, including the use of conditions to protect domestic abuse and other victims, continues to be available where it is necessary and proportionate. Decisions on pre-charge bail are operational matters for individual police forces, however the National Police Chiefs’ Council (NPCC) has developed further operational guidance for officers concerning the reforms to pre-charge bail. We will continue to monitor the impact on victims of domestic abuse through the National Oversight Group on domestic abuse, chaired by the Home Secretary and work with the police to provide further clarity as appropriate.</p><p>Our landmark draft Domestic Abuse Bill and consultation response published in January includes further measures to help the police tackle domestic abuse, including the creation of a Domestic Abuse Protection Notice and Order and training for police.</p> more like this

answer text <p>The Home Office collect data from police forces in England and Wales on the number of offences recorded by the police related to domestic abuse. This collection is based on the government definition of domestic violence and abuse, which is:</p><p>“any incident or pattern of incidents of controlling, coercive, threatening behaviour, violence or abuse between those aged 16 or over who are, or have been, intimate partners or family members regardless of gender or sexual orientation. The abuse can encompass, but is not limited to: psychological, physical, sexual, economic and emotional forms of abuse. Controlling behaviour is a range of acts designed to make a person subordinate and/or dependent by isolating them from sources of support, exploiting their resources and capacities for personal gain, depriving them of the means needed for independence, resistance and escape, and regulating their everyday behaviour. Coercive behaviour is an act or a pattern of acts of assault, threats, humiliation and intimidation or other abuse that is used to harm, punish, or frighten a person”.</p><p>Therefore, offences in which an adolescent is violent or abusive to a parent would be recorded only for those adolescents aged 16 and over.</p><p>It is not possible to separately identify incidents where an adolescent is violent or abusive to a parent within the domestic abuse data held centrally.</p>
