It will be for the GDC, as an independent regulator, to decide how best to use the flexibility that the legislation allows to increase the capacity of the ORE assessment.

The current legal framework for the ORE will remain in place until the GDC introduces new rules on the operation of the ORE 12 months after the legislation comes into force, in March 2024. In the meantime, the GDC has announced that it has tripled the number places for Part 1 of the ORE in response to the current demand, meaning there will be 600 places available for the August 2023 sitting of the ORE Part 1, instead of the usual 200.
more like this

answer text
All dentists wishing to practice in the United Kingdom, must register with the General Dental Council (GDC). The Government has laid secondary legislation to provide the GDC with greater flexibility on how it operates the Overseas Registration Exam and to expand the registration options open to international dentists. This will enable the GDC to increase the number of dentists it can assess, potentially allowing overseas dentists to join its register more quickly.

In addition to being registered with the GDC, dentists wishing to see National Health Service patients in England must apply to join the Dental Performers List (DPL), managed by NHS England. Any dentist registered with the GDC, whether trained in the UK or overseas, can apply to join the DPL. Inclusion on the DPL provides assurance that they are fit to provide NHS dental services, and it is for NHS England as the holder of the DPL to determine which dentists, who trained overseas, can see NHS patients.
more like this

answer text
The Order amends the General Dentist Council’s (GDC) legislation so that international dentist qualifications cannot on their own be used in support of an application to the Dental Care Professional (DCP) register. Whilst we recognise that the majority of respondents to the public consultation disagreed with this proposal, we are proceeding with this change in the interests of patient safety. The Government and GDC recognise dentists and DCPs as distinct professions. The GDC’s priority must be on ensuring only suitably qualified people join the professions and this legislative change ensures consistency between the United Kingdom and international routes, since qualified dentists cannot apply to join the DCP register using their dentistry qualification.

The amendment made to the order following consultation enables the GDC to process applications from dentists to join the register as DCPs that are received up until the day before the order comes into force. This ensures that any live DCP title applications submitted before the legislation is passed will be processed.

The GDC will be introducing improvements to the Overseas Registration Exam which will support increased examinations capacity and help those dentists who may previously have utilised the DCP register route to complete the GDC registration process more quickly.

answer text
The Department has worked with the General Dental Council (GDC) to develop and consult on legislative proposals to allow the regulator greater flexibility to amend its existing international registration processes and explore alternative registration pathways as appropriate. The resulting draft Order was debated in the House of Commons on 6 December 2022. It is scheduled for debate in the House of Lords on 9 January 2023. Subject to the completion of the Parliamentary approvals process, we aim to introduce the legislative changes in February 2023.

The Department has not made any assessment of the implications of the proposed changes on dental staffing numbers. It will be for the GDC, as an independent regulator, to decide how best to use the flexibility that these proposals allow. Following the legislative changes, we understand the GDC will consult on changes to how its Overseas Registration Exam operates, which would enable it to increase the number of dentists it can assess, potentially allowing overseas dentists to join its register more quickly.

answer text

On 22 February 2022, the General Dental Council (GDC) announced the full resumption of the Overseas Registration Exam (ORE) following its suspension in April 2020 due to the COVID-19 pandemic. The GDC has published its 2022 sittings schedule for both components of the exam.

The capacity of the ORE is constrained by rules within the GDC’s legislative framework. The Department has consulted on proposals to amend this legislation to allow the GDC greater flexibility on alternative routes to registration for international applicants. The consultation closed on 6 May 2022 and the responses are currently being analysed. Subject to the outcome of the consultation and Parliamentary approval, we aim to introduce the legislative changes in autumn 2022. As an independent regulator, the GDC will determine how this increased flexibility could be applied, including the appropriate way to assess overseas qualifications.

Automatic recognition arrangements are in place for relevant dental qualifications obtained in the European Economic Area and Switzerland for a period of 24 months from the end of the transition period or 48 months for Swiss qualifications. The Secretary of State for Health and Social Care is required to undertake a statutory review of these arrangements after the 24-month period. This review will be conducted at the start of 2023. However, automatic recognition of qualifications will continue until further legislation is introduced to amend or end these arrangements.
