answer text I was very concerned to hear the reports of a British national hospitalised after this shooting. Foreign and Commonwealth Office officials in London and the Democratic Republic of Congo are providing consular assistance through direct contact with her, the charity she works for and the local doctors to ensure that she is being provided with medical treatment and support. We understand that the matter is being investigated by the local authorities. Background Ms Maude Kells a 75 year old Christian charity worker (WEC International) was shot in the shoulder on Sunday 4 January currently being treated in Nyunkunde Hospital, DRC. Post are in contact with Ms Kells, doctors and WEC International. The hospital has reported that Ms Kells is recovering well considering her injuries and she may be discharged in a few days time. Post confirm local authorities investigating. Press lines -“We can confirm the hospitalisation of a British national in the Democratic Republic of Congo. We are providing consular assistance.”

answer text <p>We are committed to supporting efforts to build greater stability in the Democratic Republic of Congo (DRC) and Great Lakes. Ministers and officials regularly meet with representatives of the UN, MONUSCO mission leadership and Ministers from the DRC, Rwanda and other countries in the region to emphasise the importance of full implementation of UN Security Council (UNSC) resolutions 2098 and 2147.</p><p>We continue to believe that the threat posed by the FDLR to civilians and the wider security of the region must be comprehensively tackled. As the 2 January deadline for voluntary disarmament has now passed and full surrender has not materialised, we believe that military action must restart against the FDLR as soon as possible. The UNSC Presidential Statement of 8 January is clear about this and we are lobbying regional leaders to deliver on the action they have promised.</p> more like this

answer text <p>I have had no discussions with my counterpart in the Democratic Republic of Congo (DRC) about the implementation of the Rome statue in the DRC. On 11 June 2014 the then Minister for Africa discussed with the DRC’s representative to the Global Summit to End Sexual Violence in Conflict Summit (the former Deputy Prime Minister and Minister for Defence and Veteran Affairs) the importance of ensuring there is no impunity for those responsible for human rights abuses.</p><p>The DRC has not yet adopted the necessary legislation to incorporate the Rome Statute into domestic law. We urge it to do so and look forward to engaging the newly appointed Justice Minister on this and other related issues. Those responsible for abuses must be held to account, and law reform remains necessary to improving victims’ access to justice. We also support training of the Congolese Army in human rights and the tackling of sexual violence, through our contributions to EU Security Sector Reform Mission (EUSEC), the EU’s mission to the DRC focused on Security Sector Reform (SSR). This is helping to change attitudes and ways of operating, although there is still a long way to go.</p>

However, any camp closures just be done in a way that reflects the Government’s obligations under the Kampala Convention – this includes the respect of humanitarian principles and the rights and dignity of the internally displaced people affected, including the right for voluntary return.</p><p>The UK has been working closely with the wider humanitarian community to support an ongoing dialogue with the Government of Democratic Republic of Congo on this issue. We hope that this constructive dialogue can be maintained to find appropriate, and durable, long term solutions for those currently located in camps around Goma and across North Kivu.</p> more like this

answer text <p>The situation on the ground for the civilian population in eastern Democratic Republic of Congo (DRC) remains difficult and, at times, dangerous. As set out in the FCO’s statement of 27 November https://www.gov.uk/government/world-location-news/the-uk-condemns-the-attacks-on-the-civilian-population-of-beni-in-drc the UK condemns the recent attacks on the civilian population of Beni territory that have left almost 200 dead since mid-October. The Armed Forces of the DRC (FARDC) and the United Nations Organization Stabilization Mission in the DRC (MONUSCO) must intensify their efforts to protect the civilian population and neutralise all illegal armed groups in eastern Congo in accordance with UN Security Council resolution 2147.</p><p>The political process is key to stabilising eastern DRC in the longer term, and we call on all stakeholders of the Peace, Security and Cooperation Framework agreement for the DRC and region to implement their commitments in full. I recently wrote to Foreign Minister Tshibanda to welcome the DRC’s new government of national cohesion and to reiterate the UK’s support for efforts to bring sustainable peace, security and prosperity to the DRC.</p>
