answer text <p>The Defence Command Paper has set out the Government's intent for defence capability and the Defence and Security Industrial Strategy sets out how we will work with industry to achieve this. We will continue proactively to publish information on MOD procurement, including the Annual Report and Accounts, and the Equipment Plan. The Government envisages that the Defence Select Committee will continue to be a focus for the parliamentary oversight and scrutiny of the expenditure, administration, and policy of the Ministry of Defence, while the Public Accounts Committee draws on the work of the National Audit Office to examine the value for money of Government projects, programmes and service delivery.</p> more like this

answer text <p>The Ministry of Defence is part of the Cabinet Office led programme seeking to reform the UK’s public procurement regime, with a proposal to rationalise the current Defence and Security Public Contracts Regulations (DSPCR) within a new single, uniform set of rules for all contract awards.</p><p> </p><p>As recognised in the Green Paper on Transforming Public Procurement, there may be a need to adopt different rules in specific sectors or to protect our national interest. We recognise the importance of transparency for demonstrating confidence in the integrity of the process and encouraging suppliers to participate in defence procurements, but no decisions have yet been taken on which new transparency procedures will apply to defence procurements.</p> more like this

answer text <p>We are examining our future approach to industry through the Defence and Security Industrial Strategy review. Alongside this, we are working with industry in the UK through the Defence Prosperity Programme. Together with other Government Departments, the Ministry of Defence will be implementing the recently launched Social Value in procurement model to assess Defence supplier's social impact. This looks to promote new jobs and skills, encourage economic growth and prosperity, tackle climate change and level up the UK - maximising value for money for the taxpayer while also building a more resilient and diverse supplier base.</p> more like this

answer text <p>The Ministry of Defence (MOD) routinely engages with prime contractors, including non-UK primes, to maximise competition in the supply chain wherever possible. For example, Boeing has established an office for UK Industrial Capability and invests directly in the UK on research and development.</p><p> </p><p>Further examples on our current programmes include sub-contracts awarded to Rheinmetall BAE Systems Land and WFEL on the Mechanised Infantry Vehicle programme and the recent F-35 Lightning Air system National Capability Enterprise contract signed by Lockheed Martin, with the majority of the work to be carried out by BAE Systems.</p><p> </p><p>More widely, we have also taken a number of positive actions to make it easier for smaller companies to do business with defence, including sub-contract advertising on our online portal and improving the pipeline information that we publish. We are also implementing the Cabinet Office social value in procurement model.</p><p> </p><p>Through the MOD's Defence Prosperity Programme, we are working collaboratively between Government, industry and academia to grow Defence's contribution to UK prosperity. We are also undertaking a cross-Government review of the UK's defence and security sectors which will identify how we can enhance our strategic approach to ensure we have competitive, innovative and world-class defence and security industries that drive investment and prosperity across the Union and underpin our national security now and in the future.</p><p> </p>

answer text <p>It is MOD policy to advertise through Defence Contracts Online all requirements for goods, services or works valued at £10,000 and above, unless the requirement meets the approved grounds for exclusion. One such ground for exclusion is on National Security grounds where an exemption from advertising also applies. Our adverts are formatted to prevent the release of sensitive information; NATO security requirements are also accounted for as part of this process. Registered users have free access to Defence Contracts Online which is provided under contract to the MOD by BiP Solutions.</p><p> </p><p>BiP solutions also offer a “premium service” called Defence Contracts International (DCI). This is not sponsored by the MOD and is purely a commercial venture entirely separate from the the Defence Contracts Online platform provided for the MOD. We understand that the opportunities advertised through DCI are lifted directly from a number of international defence advertising platforms, including Defence Contracts Online.</p>

answer text <p>Registration for, and access to, opportunities to tender for contracts with the Ministry of Defence published through Defence Contracts Online is completely free of charge, and therefore consistent with the Department's intent to make as many of our contracts accessible to SMEs as possible. We have set a challenging target for 25% of our procurement spend to be with SMEs by 2022 and are making good progress, achieving 19.3% in 2018/19, the latest year for which figures are available.</p> more like this

answer text <p>The Prime Minister has announced a once in a generation modernisation of the Armed Forces. This includes investment of approximately £16.5 billion above existing commitments over the next four years creating up to 10,000 jobs a year. We are committed to using this investment in our research and development pipeline, revitalising our ship building industry by funding the expansion of the Royal Navy into the biggest surface fleet of modern warships in Europe, developing the next generation of combat air capability to replace the RAF Typhoon and establishing a Space Command.</p><p> </p><p>Promoting and incentivising UK commercial excellence in research and development, engineering, and manufacturing will be vital to our ambitions and we will continue to work closely with UK companies where possible. The ongoing Defence and Security Industrial Strategy review aims to create an environment that supports competitive, innovative and world class defence and security industries that drive investment and prosperity across the Union. This investment will promote the UK as a centre for science and technology, promote foreign investment, and create thousands of new, high skilled jobs in addition to the over 400,000 already supported by Defence. That includes securing and growing shipbuilding jobs across the UK as well as in aerospace and other industries.</p>

answer text <p>In light of the decision to change the time period of the Spending Review, the Government is considering the implications for the completion of the Integrated Review, and will provide an update to Parliament in due course.</p><p> </p><p>The Spending Review process is continuing, and the Ministry of Defence is in discussion with the Treasury on the Department's settlement.
