answer text <p>The Counter-Terrorism and Security Bill is an urgently-needed response to the increased terrorist threat. It therefore relates to the matters of counter-terrorism and national security, which are reserved, non-devolved or excepted matters.<br><br>The Home Office is having ongoing discussions, at both Ministerial and official level, with the Devolved Administrations on the measures within the Counter-Terrorism and Security Bill. I have spoken and written to Ministers in the Welsh Assembly Government, Scottish Government and Northern Ireland Executive. On Monday 15 December, the Prime Minister chaired the Joint Ministerial Committee, attended by the First Ministers of each Devolved Administration, at which the Bill was discussed.<br><br>Consultation with colleagues in Scotland, Wales and Northern Ireland continues, particularly in relation to the measures in Part 5 of the Bill (‘Risk of being drawn into terrorism’).</p><p> </p><p> </p><p> </p> more like this

answer text <p /> <p>We have a comprehensive range of measures to tackle extremism in prisons. All high security prisons have dedicated counter terrorism units who work in partnership with the Police and the security services to root out extremism.</p><p> </p><p>The regular statistics reports and briefings NOMS provides to various partners on its performance, caseload and range of interventions constitute independent assessment. These reports with the exception of NOMS’ contribution to Home Office statistics (Operation of police powers under the Terrorism Act 2000 and subsequent legislation: arrests, outcomes and stops and searches, quarterly update), are classified for reasons of National Security. I am regularly briefed on NOMS’ work on extremism.</p> more like this

answer text <p>Most Universities take advice from their local Prevent co-ordinator and local police and respond accordingly where risks or concerns are identified. It is the decision of the university if they wish to develop a Prevent Action Plan. All Universities are supported by BIS Regional Prevent Co-ordinators who provide training and advice, along with the local police force.</p><p> </p> more like this

answer text <p>The Metropolitan Police Counter Terrorism Internet Referral Unit refers to internet companies instances of content that is in breach of the Terrorism Act 2000 and 2006. They also receive referrals of content from the public as well <br>as other partners. It has not received any referrals from internet companies. The Home Department does not have any counter terrorism referral units so no referrals have been received.</p><p> </p> more like this

answer text <p>The National Offender Management Service (NOMS), as part of its extremism programme, has a variety of theological, motivational and behavioural programmes and interventions at its disposal to challenge those with extremist or radicalised views and to support those vulnerable to extremist messaging or radicalisation. The effectiveness of this work is regularly and independently assessed.</p><p> </p><p>To enable it to carry out its extremism programme NOMS receives funding from the Office for Security and Counter Terrorism (OSCT) in the Home Office. We do not release the breakdown of funding per sector, as this could potentially reveal where the threat to the national security of the UK is greatest. This may impact negatively on the delivery of Prevent, and on the range of activities deployed to prevent terrorism. This could serve to weaken and prejudice the national security of the UK.</p><p>In addition, NOMS staff, as part of their daily role, contribute to the Organisation’s extremism work. The extent of this work is not quantifiable in terms of resources allocated.</p>
