answer text <p>The Department for Education does not monitor the number of nursery workers referred to local authorities or the number of incidents. Ofsted considers notifications of serious incidents to determine whether or not the provider remains suitable for registration but it does not aggregate the total number of incidents.</p><p> </p><p>All nurseries and pre-schools have a responsibility to keep children safe. Ofsted is responsible for ensuring that the safeguarding requirements set out in the Early Years Foundation Stage (EYFS) statutory framework are adhered to by early years providers across England. If providers have concerns about children’s safety or welfare they must notify agencies with statutory responsibility without delay. It is a requirement for an employee in each setting to be trained in paediatric first aid. We are due to publish a revised EYFS in 2017, which will strengthen existing paediatric first aid requirements. Anyone who has any concerns should report them immediately to Ofsted. answer text <p>The Government committed, following the 2015 Spending Review, to invest £1 billion of additional funding per year in the early years free entitlements, including £300 million per year to increase national average funding rates. The hourly funding rate for each local authority to deliver 30 hours of childcare will be decided by the final early years national funding formula. The hourly funding rate for individual childcare providers will then be set annually by each local authority, following consultation with providers in their area.</p><p> </p><p>The department is developing plans to monitor the implementation of 30 hours of childcare once it is in ‘steady state’ following the full rollout of the scheme from September 2017. We have been clear that getting the funding right is critical to successful delivery of this new entitlement.</p> more like this

answer text <p>Funding for the free early years entitlements is allocated on a local authority basis. Prior to 2013-14, local authority funding allocations for early years were not separately identified within the Dedicated Schools Grant (DSG). Instead, they were part of the total DSG allocated to each local authority. answer text <p>The independent evaluation of the early implementation of 30 hours free childcare will generate learning for use by all areas ahead of national rollout in September 2017.</p><p> </p><p>Childcare Works, a new £3m delivery contractor contracted by the Department to provide tailored support to councils, is delivering a series of engagement events with local authorities and providers throughout the autumn. These events will be used to disseminate the early learning we have gathered from the eight Early Implementer local authorities. answer text <p>The Department for Education has recently made £40m available through the Early Years Capital Fund. This was a bid round committed to creating new 30 hours places and was open to local authorities working in partnership with providers in their area (this may include providers that currently offer, or plan to offer, provision for 3 and 4-year olds). This one off bidding round closed at the end of August 2016 and we intend to publish outcomes in December 2016.</p><p> </p><p>As part of our conditions, we expect those successful capital projects to be complete by August 2017.</p><p> </p> more like this

answer text <p>The Department for Education is committed to ensuring that we do not add unnecessary workload and cost to local authorities and has committed to undertake a new burdens assessment for the extended entitlement, to which we will respond accordingly.</p><p> </p><p>The department is working with an expert group of local authorities and early years providers, including childminder representatives and early years organisations, who are advising on technical aspects of local authorities introducing monthly payment systems. The department is also looking at how we can support local authorities to achieve this.</p><p> </p><p>The department is clear, however, that existing payment arrangements may already meet providers’ needs and we expect local authorities to work in partnership with early years providers to determine and operate the payment process that reflect their specific local requirements and provider circumstances.</p><p> </p> more like this
