answer	answer is ministerial correction date of answer 07/11/2016 answer text <p>Data from local authority planned spend for 2016-17 shows that nationally local authorities plan to centrally retain 7% (£149 million) of their delegated budget for three and four year olds and 7% (£36m) for the two year old entitlement. The total local authority delegated budget for three and four year olds is £2.3 billion and £523 million for two year olds. This excludes the planned budget for the early years pupil premium.</p><p> </p><p>This data is as reported by the local authorities.</p><p> </p><p>Our recent consultation on changes to funding for three- and four-year-olds proposed that all local authorities must pass 93% in 2017-18 then 95% in 2018-19 of early years funding to providers. HMRC will investigate in the exceptional circumstances where it suspects the payments were not used for childcare. Friend the Parliamentary Under-Secretary of State for Children and Families is responsible for special educational needs and disability issues within the Department for Education. He has had numerous meetings with the parents of disabled children to discuss a wide range of issues. From September 2014, two-year-olds will be eligible if they have a current statement of special educational needs (SEN) or an education, health and care plan (EHCP) or if they get Disability Living Allowance. The Government is determined to ensure that all children are able to benefit from their government-funded early education, and local authorities have the necessary funding, including in the high-needs block of the dedicated schools grant, to secure this.</p><p> </p><p>The Government published Childcare and Early Years Survey of Parents 2012/13 in January 2014, which contains a range of information about the views of parents with disabled children about childcare. The survey contained information about access to childcare, including flexible and holiday care, the quality and affordability of this care.
