answer	answer is ministerial correction date of answer 10/10/2016 answer text <p>We pledged to introduce the manifesto commitment to give working parents of 3- and 4-year-olds 30 hours of free childcare from September 2017, and we have already made excellent progress in meeting this deadline.</p><p>We have already put in place legislation to support 30 hours through the Childcare Act 2016, announced increased funding of £1billion extra per year by 2019/20 to support the introduction of 30 hours and launched a consultation on how we can allocate funding in a fairer way. We have also: identified £50million of capital funding to create new childcare places; consulted on the operational delivery of 30 hours; and have worked to provide parents applying for 30 hours and Tax-Free Childcare with a single online application process for both government offers.</p><p>We have brought forward the implementation of the additional 15 hours to September 2016 for some families in eight areas. We are currently consulting on the introduction of an Early Years National Funding Formula to ensure a fairer allocation of early years funding to local authorities. The consultation document sets out our intention to provide supplementary funding for maintained nursery schools for at least two years in order to provide stability to the nursery school sector while they explore how to become more sustainable in the longer term, including exploiting the scope for efficiencies.</p><p> </p><p>Local authorities have a duty under the Childcare Act 2006 to ensure sufficient children’s centres to meet the needs of local families. Local authorities must meet their statutory duties on children’s centres from funding that forms part of the Department for Communities and Local Government Business Rates Retention Scheme. In addition, other Government funding, including that for public health, adult skills training and troubled families may also be used locally to support services delivered wholly, or in part, through children’s centres. answer	answer is ministerial correction date of answer 12/09/2016 answer text <p>Nursery Schools</p><p> </p><p>The Department for Education's register of educational establishments in England and Wales indicates that from the 31 August 2013 to 31 August 2016 eight maintained nursery schools closed, and 10 amalgamated or merged with another school. No closures were recorded in Birmingham, Erdington or the West Midlands.</p><p> </p><p>The Department does not collect information on the reasons for the closure of nursery schools. Local authorities have a duty to secure sufficient childcare in their local area. In consultation with their Schools Forum, they are responsible for deciding how best to distribute early years funding across their locality.</p><p> </p><p>There is a presumption against the closure of any nursery school. The local authority must consult on any proposed closures, clearly demonstrating the rationale for so doing.</p><p> </p><p> </p><p>Day-care facilities</p><p> </p><p>The Department does not collect data on the number of childcare businesses that have closed. The Childcare and Early Years Provider Survey shows that the childcare market continues to expand.</p><p> </p><ul><li>The number of registered places in full day care settings rose by ten per cent between 2011 and 2013.</li></ul><p> </p><ul><li>The long term increase in the number of full day care providers continued in 2013. In total there were 17,900 full day care settings in 2013 (compared to 17,600 in 2011).</li></ul><p> </p><p>Children’s centres</p><p> </p><p>Local authorities have a duty under the Childcare Act 2006 to ensure sufficient children’s centres to meet the needs of local families. The Department does not collect information on the reasons for the closure of children’s centres.</p><p> </p><p>According to data supplied by local authorities, a total of 259 children’s centres closed in the calendar years, 2013, 2014 and 2015. Forty nine of these closures were in the West Midlands. answer	answer is ministerial correction date of answer 25/07/2016 answer text <p>The Government wants all children, regardless of their starting point, to have access to quality early education and childcare, as we know this makes a difference to their outcomes in later life. That is why we have taken the following steps to support the quality of early years provision:</p><p> </p><ul><li>The Early Years Foundation Stage (EYFS) helps early years providers to prepare young children for school and improve their life chances by requiring them to deliver high-quality provision. The 2014-15 EYFS Profile results show that the proportion of children achieving a good level of development continues to increase – 66% in 2015, compared to 60% in 2014, and 52% in 2013.</li></ul><p> </p><ul><li>We work closely with Ofsted to ensure a robust regulatory and inspection framework to drive continuous improvement in quality. The sector has responded very positively and the latest statistics show that 86% of early years providers were rated “good” or “outstanding” as of 31 March 2016.</li></ul><p> </p><ul><li>The quality of the workforce continues to improve, with 87% of staff in full day care settings now qualified to level 3 (equivalent level of study to A-level). We are developing a workforce strategy that will aim to remove barriers to attracting, retaining and developing staff.</li></ul><p> </p><ul><li>From September 2016, all newly qualified level 2 and level 3 staff must also have paediatric first aid training if they are to count in the EYFS staff:child ratios. This will mean an extra 15,000 staff a year coming into the sector with first aid training, providing vital reassurance to parents that their children will be well cared for.</li></ul><p> </p><ul><li>We have also introduced the Early Years Pupil Premium (EYPP). Each eligible child will is funded for an EYPP of 53p per hour on top of the rate currently paid for the funded entitlement. This amounts to over £300 a year for a child taking up the full entitlement.
