answer	answer is ministerial correction date of answer 03/11/2016 answer text <p>The Department has demonstrated its commitment to evaluating the longer-term impact of the free entitlement, by publishing an evaluation feasibility study in February 2016, and gaining independent advice on the data and methods open to us. Frontier Economics was commissioned by the Department to undertake this work at a cost of £14,850 (exclusive of tax).</p><p> </p><p>We have since commissioned an independent evaluation of Early Implementation of the 30 hours free childcare entitlement. This evaluation will focus on generating learning that can be used by Early Implementers and all local authorities ahead of national rollout in September 2017. This includes £300million per year from 2017-18 for a significant increase to the hourly rate paid for the two-, three- and four-year-old entitlements.</p><p> </p><p>It is vital that funding for these entitlements is fairly distributed between different parts of the country and different types of providers. That is why we have recently consulted on our proposals for a national funding formula for these services. That includes doubling the free offer for three- and four-year-olds with working parents to 30 hours, supporting families with the cost and flexibility of childcare, introducing tax-free childcare worth up to £2,000 per child per year and increasing support for low-income parents on Universal Credit.</p><p> </p><p>Every three- ‎and four-year-old, and the most disadvantaged two-year-olds will continue to benefit from 15 hours a week of free early education. Local authorities may also choose to provide additional hours of childcare. answer	answer is ministerial correction date of answer 07/11/2016 answer text <p>Data from local authority planned spend for 2016-17 shows that nationally local authorities plan to centrally retain 7% (£149 million) of their delegated budget for three and four year olds and 7% (£36m) for the two year old entitlement. The total local authority delegated budget for three and four year olds is £2.3 billion and £523 million for two year olds. This excludes the planned budget for the early years pupil premium.</p><p> </p><p>This data is as reported by the local authorities.</p><p> </p><p>Our recent consultation on changes to funding for three- and four-year-olds proposed that all local authorities must pass 93% in 2017-18 then 95% in 2018-19 of early years funding to providers.
