answer	answer is ministerial correction date of answer 19/04/2021 answer text <p>The Government has extended the Energy Company Obligation to 2026 and expanded the Warm Home Discount to £475 million per year from 2022 to 2025/2026. This will see targeted support continue to be provided to low-income and vulnerable households to install energy saving measures and heat their homes over the winter months, while making savings on their energy bills through having better insulated homes. The future Home Upgrade Grant scheme, due to commence in 2022, will support low-income households with upgrades to the worst-performing homes off the gas grid in England. These upgrades will create warmer homes at lower cost and support low-income families with the switch to low-carbon heating. This increased energy efficiency is complemented by the Government’s rollout of over 26 million smart meters, which help consumers see how much energy they are using in near real-time and make sure they are ready to take advantage of the next wave of flexible, low-carbon technologies and energy tariffs.</p><p> </p><p>This Government is committed to getting the transition to net zero right for all consumers, including those in vulnerable circumstances, and will shortly publish a call for evidence to begin an ongoing strategic dialogue between consumers, industry and the Government on affordability in the energy system.</p> answering member constituency Berwick-upon-Tweed answering member printed Anne-Marie Trevelyan question first answered 19/04/2021 15:39:29 answering member 4531 label Biography information for Anne-Marie Trevelyan

answer	answer is ministerial correction date of answer 25/03/2021 answer text <p>The Climate Change Act 2008 introduced our framework of carbon budgets to mitigate climate change by ensuring continued progress towards our emission reduction target, capping emissions in successive five-year blocks. Through this legal framework and ambitious policy action, we have shown that cutting emissions and growing the economy go hand-in-hand – reducing our emissions by over 43% since 1990 while growing the economy by 78%.</p><p> </p><p>We are going further and faster to mitigate climate change. This year we will set the sixth carbon budget in legislation and publish a Net Zero Strategy ahead of COP26, setting out the Government’s vision for transitioning to a net zero economy.</p><p> </p><p>The Government remains committed to its manifesto pledge to invest £9.2 billion in the energy efficiency of homes, schools, and hospitals, helping to decarbonise buildings to keep us on track to reach net zero emissions by 2050.</p><p> </p><p>The Public Sector Decarbonisation Scheme is a government-funded grant scheme to help public sector organisations in England, including schools, colleges and universities, and reserved public services across to the UK to install low carbon heating and energy efficiency measures on their estates. This includes net zero. Sir James’ speech on More than Net Zero reflects the government’s commitment to leave the environment in a better state than we found it. Both mitigating and adapting to climate change is essential if we are to meet this goal and government is taking action to deliver on this. This is why mitigating and adapting to climate change is one of the ten goals in the 25 Year Environment Plan. Mitigation and adaptation are also both embedded into other goals, such as air quality and thriving plants and wildlife.</p><p> </p><p>The UK is already leading the fight against climate change by delivering on our world-leading target of net zero greenhouse gas emissions by 2050. Whilst we continue to reduce our contribution to climate change, we are also taking robust action to improve the resilience of our people, economy and environment.</p><p> </p><p>Our second National Adaptation Programme (NAP) (a five-yearly requirement under the UK Climate Change Act 2008) was published in 2018 setting out how we will address climate change risks in the following five years. It follows from the second Climate Change Risk Assessment (CCRA) published in 2017. The NAP includes actions in a broad range of areas, including the natural environment, infrastructure, people and the built environment, business and industry, and local government.</p><p> </p><p>The UK co-convened December’s Climate Ambition Summit to galvanise global action towards a resilient, net zero emissions future. Alongside our updated Nationally Determined Contribution, the UK became one of the first countries in the world to fulfil a key commitment of the Paris Agreement by publishing our first Adaptation Communication. In setting our carbon emission ambitions, we take advice from the Climate Change Committee, an independent, statutory body which provides expert advice to Government on climate change mitigation and adaptation. Adapting to, as well as mitigating, the inevitable changes in our climate is vital. That is why, we are taking robust action to improve the resilience of our people, economy and environment.</p><p> </p><p>We work closely with Defra on net zero and support their work on adaptation. My Rt. Hon. My Rt hon Friend the Prime Minister’s Ten Point Plan for a green industrial revolution will build on this success and accelerate our path to net zero. Spanning clean energy, buildings, transport, nature and innovative technologies, the Plan will mobilise £12 billion of government investment to unlock three times as much private sector investment by 2030, level up regions across the UK, and support up to 250,000 highly-skilled green jobs.</p><p> </p><p>Ahead of COP26, we will set out ambitious plans across key sectors of the economy to meet our carbon budgets and net zero. We have recently published the Energy White Paper and the first phase of our Transport Decarbonisation Plan, and will publish the Heat and Building Strategy in due course. Friend the Prime Minister’s 10 Point Plan for a green industrial revolution will create long-term advantage for the UK in low-carbon technologies and services. It will support up to 250,000 green jobs, levelling up regions across the UK, and reinvigorate our industrial heartlands. The Plan will mobilise £12 billion of government investment to unlock three times as much private sector investment by 2030.</p><p> </p><p>Delivering clean investment at the scale and pace required will mean taking bold steps. That is why we will issue the UK’s first Sovereign Green Bond and we will create a new infrastructure bank for the UK which will co-invest alongside private sector investors in infrastructure projects.</p><p> </p><p>As part of the Plan, we announced £1 billion for the Net Zero Innovation Portfolio to develop the cutting-edge technologies needed to reach our energy ambitions. Through our COP26 campaigns, we are bringing together governments, business and civil society to work together to accelerate the global transition to net zero.</p><p>As demonstrated at the Climate Ambition Summit last December, the UK’s own success has shown how countries can grow their economies while at the same time reducing emissions.
