answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Although they are not covered by the draft Withdrawal Agreement with the EU, the Statement of Intent on the EU Settlement Scheme published on 21 June 2018 confirmed that, as a matter of domestic policy, the Government has decided that family members lawfully resident in the UK under the Surinder Singh route by the end of the planned implementation period on 31 December 2020 will be eligible to apply for status under the scheme.</p><p>After the end of the planned implementation period, the UK will no longer be bound by EU free movement law and the UK’s domestic immigration rules will apply. answer	answer is ministerial correction date of answer 08/11/2018 answer text <p>Citizens’ rights has been our first priority since the very beginning of this process.</p><p>In December 2017, we reached a fair and reciprocal agreement with the EU on the rights of EU citizens in the UK and UK nationals in the EU, and this is set out in the draft Withdrawal Agreement. The agreement confirms that any UK national resident in the EU by December 2020 will be able to stay in their Member State of residence and will provide citizens more certainty about healthcare, pensions and other benefits.</p><p>While the Government is preparing for a range of scenarios, including the unlikely event that we reach March 2019 without agreeing a deal, the Prime Minister stated to EU citizens on 21 September “I want to be clear with you that even in the event of no deal your rights will be protected. You are our friends, our neighbours, our colleagues. This agreement provides UK nationals living in the EU more certainty about residence, healthcare, pensions and other benefits. The agreement confirms that any UK national resident in the EU by December 2020 will be able to continue living their lives broadly as they do now in their Member State of residence.</p><p><br>It will be for each Member State to determine how they will implement these rights for UK nationals but the provisions of the Withdrawal Agreement will ensure any new arrangements for UK nationals are transparent, smooth and streamlined.
