answer	answer is ministerial correction date of answer 04/04/2019 answer text <p>The European Council has been clear that the Withdrawal Agreement cannot be reopened.</p><p>However, in the light of engagement with the working group of which colleagues were a part, the Prime Minister has secured a legally binding commitment that both sides will aim to replace the backstop with alternative arrangements by December 2020.</p><p>A specific negotiating track will be established to take that work forward at pace in the next phase. British citizens may vote in local and parliamentary elections in Ireland but not Presidential elections or referendums. This reciprocal right is reflected in the voting rights of Irish citizens living in the United Kingdom.</p><p> </p><p>I continue to believe that a majority in Northern Ireland favour Northern Ireland's place in the United Kingdom. The Prime Minister and President Juncker agreed that our teams should hold further talks to find a way forward.</p><p>The Government has delivered on its commitment to provide appropriate analysis to Parliament. The analysis, published in November 2018, focuses on the long-term economic impacts after the UK’s new relationship with the EU comes into effect. It does not seek to capture any short-term changes and does not account for specific factors relating to varying border arrangements. The analysis does not model the Backstop as it is an insurance policy which neither side wish to use; and if triggered, would be explicitly temporary. A majority of members of the House have said they would support a deal with changes to the backstop.
