answer text <p>The Defence Command Paper 21 made several significant announcements around new and upgrading military equipment and we are recapitalising across a range of equipment. Recently announced investments include Jackal 3, Protector Remotely Piloted Air System, Space Control capabilities and Type 31 Frigates. These choices ensure investment in modern warfighting capabilities that will endure and provide relevance well into the next decade.</p><p> </p><p> </p><p>For the second part of the hon. answer text <p>Defence is working to implement the Pan Defence Skills Framework (PDSF) as a new Whole Force approach to identifying, defining, and managing the skills of Defence's people and their associated roles. The PDSF will be used by Regular and Reserve Armed Forces personnel as well as Civil Servants, giving Defence a Whole Force view of the skills we have and allowing us to identify the areas where we need to focus our resources.</p><p>The PDSF will also enable us to better recognise skills, as recommended in the Haythornthwaite Review into Armed Forces Incentivisation, to be able to better reward Armed Forces personnel for the skills they hold. Extensive work is currently underway to codify the skills we have in Defence. The PDSF project team expect to begin a phased roll-out of the PDSF through 2024 and we anticipate the whole Defence force will be incorporated by 30 March 2025.</p><p>As we move forward, the data provided by the PDSF will facilitate flexible deployment, zig-zag careers, lateral entry, empowered careers and will introduce more transparency to appraisal and promotion. It will ultimately enable teams to deploy personnel where they are needed most, helping Defence create the fighting force the nation needs for the future.</p>

answer text <p>The Ministry of Defence (MOD) follows the Code of Good Practice for corporate governance in central government departments and undertakes regular reviews of its governance structure to ensure it remains fit for purpose for managing delivery and performance.</p><p> </p><p>The Lead Non-Executive Director assesses Board performance each year and the department has challenge functions for its senior committees to help bring diversity of thought to decision making. The department also undertakes regular reviews of its Operating Model. The Defence Operating Model outlines the roles, responsibilities, authorities and accountabilities across Defence and the key delivery, decision-making, management and assurance processes.</p><p> </p><p>The Annual Report and Accounts 2022-23 pages 72 to 76 details how risks are managed within the department. The Defence Command Paper Refresh (DCPR) published on 18 July 2023 sets out Defence’s priority to embed a sophisticated approach to managing risk through a significant improvement programme. This will align the Department’s risks with the commitments outlined in the DCPR, Defence Strategy and wider cross-government priorities, providing a clear line of sight from Board level risks through to all disaggregated levels of departmental risks. The Defence Board and the Defence Audit, Risk and Assurance Committee (DARAC) have approved the improvement programme and have oversight of delivery. These changes will be delivered across whole Defence enterprise, including functions and front-line commands. MOD continues to mature the operation of its functions, in support of the wider development of the Government’s Functional model.</p><p> </p><p>Improvement activities as set out in the Annual Report and Accounts 2022-23 on page 76 include maturing the annual assurance reporting process, refreshing the risk management framework for the Department, strengthening the three Lines of Defence model to clarify the accountabilities and governance requirements for each line, and developing a risk-based assurance map. These improvements will integrate assurance across the three Lines of Defence, ensuring assurance activities remain proportionate to the level of risk in the department and its risk appetite.</p><p> </p>

answer text <p>The acceptance of the Haythornthwaite Report into Armed Forces Incentivisation, and the subsequent Defence Command Paper refresh in summer 2023, provided a clear mandate to drive and deliver change in how the Armed Forces recruits and retains its people. <br> <br> Modernising a base-fed model designed in the 1950s is a complicated task but the Defence People function has begun a substantial work programme to support it. Much progress is already being made and the Department has been capturing and aligning that work as well as beginning several distinct programmes regarded as key priorities; either enabling projects to lay the foundations of future work or realising change in the short term.</p><p> </p><p>Priorities for the coming months include designing the first elements of a trial to explore a ‘Total Reward Approach’, exploring flexible terms and conditions of service through the development of a ‘Spectrum of Service’ and the optimisation of the myriad of policies and processes.</p><p> </p><p>A formal and more detailed Government Response, which will include proposals for the legislative approach, will be published in the New Year.</p>
