We use our membership as a UN Security Council Permanent Member to prioritise conflict-related child protection issues in Council discussions and ensure that UN operations have the capacity and capability to address them. The UK is the largest single financial contributor to the Office of the UN Special Representative of the Secretary-General (SRSG) for Children and Armed Conflict, contributing £800,000 in the last five years. The office works with parties to conflict that are committing grave violations to develop and implement action plans with the UN to (1) verify and release any child soldiers associated with armed groups and forces, (2) prevent re-recruitment and (3) the perpetration of other grave violations. The UK increased our funding for the 2019/20 financial year by a further £450,000 to the SRSG's core mandate and £50,000 for activities relating to the SRSG's Global Coalition for Reintegration.</p><p>In 2018, the UK endorsed the Safe Schools Declaration and the Vancouver Principles, both key mechanisms for preventing grave violations against children. We collaborated with Sweden and others to agree Resolution 2427, adopted by the UN Security Council in July 2018, to strengthen protection mechanisms for children in armed conflict. We delivered a joint statement to the Human Rights Council in March 2019, reiterating our strong support for the mandate of the SRSG for Children And Armed Conflict, and called upon States to increase accountability for perpetrators of all six grave violations. Last year, the 30<sup>th</sup> anniversary of the Convention on the Rights of the Child, the UK signed up to the <em>UN Voluntary Global Pledge – for Every Child, Every Right</em>, which called for Member States to reaffirm their commitment to upholding and protecting child rights in the 21<sup>st</sup> century, and promoted children's perspectives in the development and assessment of strategies and programmes designed to realise their rights.</p> answering member constituency South Derbyshire answering member printed Mrs Heather Wheeler question first answered 13/01/2020 13:40:48 answering member 4053 label Biography information for Mrs Heather Wheeler

The UK is the largest single financial contributor to the Office of the UN Special Representative of the Secretary-General (SRSG) for Children and Armed Conflict (CAAC), contributing £800,000 over the last five years to her Office and £450,000 for the 2019/20 financial year in support of her mandate. The UK is an active member of the United Nations Working Group on CAAC which leads the international response on child protection, supporting the SRSG's work by applying diplomatic pressure to listed governments and armed groups.</p><p>In 2018, the UK endorsed the Safe Schools Declaration, a political commitment to reduce the impact of conflict on education, and the Vancouver Principles, a political commitment to operationalise child protection during the conduct of United Nations peacekeeping operations. We continue to support these key instruments. The UK is mainstreaming child protection into its own military deployments through bespoke training. Through the Department for International Development, we are one of the largest bilateral donors to &quot;Education Cannot Wait&quot;, an initiative which protects access to education for children in conflict zones.</p><p>In November 2019, the UK will host an international conference on preventing sexual violence in conflict. answer	answer is ministerial correction date of answer 03/10/2019 answer text <p>The UK Ministry of Defence runs a bi-annual Human Security Advisers Course which educates UK and International personnel in the principles of UN Security Council Resolutions on Women, Peace and Security, Children and Armed Conflict, Human Trafficking and Protection of Civilians. The course also aims to train personnel in how best to implement these principles on operations. Since 2018, students from international militaries have included; Pakistan, Iraq, Malaysia, Bosnia and Herzegovina, Ethiopia, Nigeria, Somalia, Canada, United States, Afghanistan and Bangladesh.</p><p>In December 2019, the UK will also provide a Human Security export course in Uruguay. We remain deeply concerned by the use of children in conflict in Yemen. We raise allegations of human rights abuses, including the use of child soldiers, with all parties to the conflict in Yemen. We have been clear that all parties must comply with International Humanitarian Law.</p><p>The UK firmly believes in the importance of international conventions to prevent the exploitation of children as soldiers. The UK has called for all states to sign up to the key international commitments pertaining to ending the recruitment and use of children in conflict including the Paris Principles and Commitments, the Vancouver Principles and the Optional Protocol on the involvement of children in armed conflict. We firmly believe this framework of standards and commitments provides vital safeguards for the rights of children in armed conflict. For example, 91 countries have endorsed the Safe Schools Declaration.
