answer	answer is ministerial correction date of answer 20/03/2015 answer text <p>The Secretary of State has received a number of representations from farmers and industry associations regarding the online submission for Basic Payment Scheme (BPS) claims.</p><p> </p><p>From Monday 23 March, farmers and their agents can use established forms and processes to complete their claims by the deadline. The RPA will input the data into the core system. All agents will soon have received maps of their clients’ land and those dealing with the most complex cases will be offered additional support. The RPA is also working to give them direct access to the system. As of 18 March 2015 72,070 had done so. This represents 84% of anticipated claimants. Customers will start to build their Basic Payment Scheme application from the moment they register on the Rural Payment Service. As of 22 February, 49,642 businesses have registered.</p><p> </p><p> </p><p> </p><p>Since January, customers have been able to register, check and confirm personal, business and land details, and give permission for others to act on their behalf. Customers also update and amend their land information such as adding features and land cover. answer	answer is ministerial correction date of answer 24/02/2015 answer text <p>Under article 13 of EU regulation 809/2014, Member States must require claims to be made by no later than 15 May, and this is the deadline adopted in the UK. Late claims submitted within the next 25 days are subject to a penalty of 1% of the claim for each working day’s delay. Claims already submitted by 15 May can be adjusted after that in some circumstances. We expect that the Rural Payments system, and our provision of support to those who may face any difficulty in applying online, will ensure that all farmers have every opportunity to claim their direct payments by 15 May. answer	answer is ministerial correction date of answer 16/02/2015 answer text <p>Farmers do not need to have a credit reference to apply for Common Agricultural Policy grants.</p><p> </p><p> </p><p> </p><p>As part of the registration process on the new Rural Payment Service customers will need to complete a verification process to confirm their identity. This is to prevent any fraudulent activity. Although personal verification is a mandatory requirement for registration on the Rural Payment Service, a customer can choose whether they do this via the Rural Payments Agency (RPA) helpline or through GOV.UK VERIFY depending on their circumstances.</p><p> </p><p> </p><p> </p><p>Customers can choose either to call the RPA helpline (on 0300 0200 301) and answer a series of security questions relating to previous claims, or use the new online GOV.UK VERIFY service, which will eventually replace Government Gateway. Customers can select a certified verification company from a list on GOV.UK VERIFY; there are currently two certified companies on the service, Experian and Digi-identity, and more companies will become available in the future. This has included our formal consultation on the implementation of the new Common Agricultural Policy (CAP) in England in October 2013, to which we received nearly 5,000 responses. 720 people also attended our regional consultation events. Our response to that consultation was published on 19 December 2013, with a further response in February 2014.</p><p> </p><p> </p><p> </p><p>Since last April we have published a series of ‘Countdown to CAP Reform’ leaflets to provide potential claimants, including farmers and landowners, with as much clarity as possible on progress in implementing the CAP in England as it has become available.
