answer text <p>The Seasonal Workers Pilot is different to the previous Seasonal Agricultural Workers Scheme, which ran until 2013.</p><p> </p><p>The pilot will be run by two operators who will act as third party providers of labour. The Home Office have concluded that two scheme operators is the optimal number for managing this pilot. Defra ran a competitive selection process to select the two operators.</p><p> </p><p>The pilot is not designed to meet the full labour needs of the horticultural sector. Rather, the Government is seeking to evaluate the pilot’s ability to assist in alleviating labour shortages during peak production periods. We wish to assess fully this pilot before taking any decisions on future arrangements.</p> more like this

answer text <p>We have published an ambitious White Paper, setting out proposals for our future skills-based immigration system, including a new Temporary Worker route, open to all skill levels, to ensure UK businesses and employers have the staff they need, including seasonal workers.</p><p>Following a cooling off period, previous holders of a temporary short-term work visa will be eligible to apply for another temporary work visa to come to the UK.</p> more like this

answer text <p>I refer the Noble Prelate to the Written Ministerial Statement (HLWS911) my Rt. hon friend the Home Secretary made on 6 September 2018. A copy of which is attached for your reference.</p><p>The pilot will mean fruit and vegetable farmers are able to employ migrant workers for seasonal work for up to six months. 2,500 workers from outside the EU will be able to come to the UK each year, alleviating labour shortages during peak production periods.</p><p>The Seasonal Workers pilot will be run by two scheme operators, who will oversee the placement of the workers. The arrangements for selecting these will be announced in due course.The pilot will run until the end of December 2020 and will be monitored closely by the Home Office and the Department for Environment, Food &amp; Rural Affairs.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The Government recognises the concerns of stakeholders about the impact of the UK’s departure from the EU on the seasonal workforce in horticulture. We understand the importance of seasonal labour in supporting a successful and effective agricultural sector, and we are considering how best to support the needs of the sector both before and after we leave the EU.</p><p>Defra considers the latest data and works closely with industry to understand labour demand and supply, including on the seasonal workforce. The data provided by British Summer Fruits is a welcome addition to our evidence base.</p><p> </p><p>To give businesses and citizens certainty, the UK and EU have reached agreement on the terms of an implementation period that will start on 30 March 2019 and last until 31 December 2020. Until the end of December 2020, employers in the agricultural and food processing sectors can recruit EU citizens to fill vacancies, and those arriving to work will be able to stay in the UK afterwards.</p><p>Whilst the UK prepares to leave the EU, Defra is working closely with the Home Office to ensure that there is a long term strategy for agricultural labour as part of our future immigration policy.</p>

answer text <p>Defra, as part of its June Survey of Horticulture and Agriculture, collects information on the number of workers on agricultural holdings, including the number of seasonal/ casual workers. The survey captures the number of people employed on commercial agricultural holdings on June 1st of that year.</p><p> </p><p>Until 2015 the number of seasonal workers was reported for the whole of the UK. From 2016, the published seasonal numbers are for England only.</p><p> </p><p>A significant number of these work in horticulture due to its high reliance on seasonal labour, however other agriculture sub-sectors also contribute to these figures. answer text <p>It is a key priority of this Government to enable an innovative, productive and competitive food supply chain, and we understand the sector’s concerns about securing the workforce it needs for the future.</p><p> </p><p>Defra does not collect data on any shortfall in the recruitment of seasonal workers, either in the horticulture sector or for the agriculture sector as a whole. However, we have continued to work closely with the industry to understand their labour demand and supply this year.</p><p> </p><p>Defra Ministers have ongoing discussions with a range of Government departments, including the Home Office, about securing the workforce that the farming industry needs for the future. Friend the Minister of State for Immigration during the Westminster Hall debate on the Seasonal Agricultural Workers Scheme; Volume 617, Column 576WH on 30 November.</p><p> </p><p>I would draw your attention in particular to his reference to recently published Office for National Statistics figures that:</p><p> </p><p>“the number of workers from the eight countries of eastern and central Europe that joined the EU in 2004, and from Bulgaria and Romania—the countries most commonly associated with low-skilled labour—are also up year on year. To be precise, there were 129,000 more workers from those countries in the UK in the third quarter of 2016 compared with a year earlier. That does not suggest that there is a major exodus from the United Kingdom although, as I have said, I will continue to monitor the situation carefully.”</p> more like this

We are now focused on making sure that all our policies are delivering for the UK and to grow our world-leading food and farming industry. I am looking forward to working with industry and the public to develop new proposals that support our agricultural and horticultural industries as we leave the EU.</p><p> </p><p>With regard to seasonal labour, until we leave the EU, there are no changes to labour movements. Defra is very aware that migrant workers from other EU countries will be one of the complex issues that will have to be resolved as part of our exit negotiations and future relationship with the EU.
