answer text <p>Defra continues to speak regularly with the sector and other government departments to understand labour supply and demand, including both permanent and seasonal workforce requirements, and to make sure that these requirements are understood across government.</p><p> </p><p>The Government recognises the importance of a reliable source of seasonal labour for crop production, and that it is a key part of bringing in the harvest for the horticultural sector. A key source of seasonal labour is the Seasonal Worker visa route, which allows a pre-defined number of overseas workers to come to the United Kingdom for up to six months to support horticulture growers during peak production periods, whilst maintaining robust immigration control.</p><p> </p><p>To reduce the risk of seasonal labour shortages in horticulture, in December 2022, the Government announced that an allocation of 45,000 Seasonal Worker visas will be made available in 2023. This is an uplift of 15,000 visas compared to the allocation at the start of 2022. The Government confirmed at the Food Summit on 16 May that the number of Seasonal Workers visas available in 2024 for horticulture will again be 45,000. A further 2,000 visas are available for seasonal poultry workers to help manage pre-Christmas demand.</p><p /><p>A further 10,000 visas are potentially available for horticulture should there be demand and contingent on sponsors and growers continuing to improve worker welfare standards. At the same time as the response, the Government will set out how it will support the sector to access the labour it needs alongside actions to reduce the sector’s reliance on migrant labour, including via our work on automation and promoting domestic labour procurement and training.</p>

answer text <p><ins class="ministerial">The Seasonal Worker visa route was specifically designed to support the horticulture sector in the United Kingdom where growers typically require higher volumes of labour, for relatively short-term periods of time, in line with seasonal production peaks.</ins></p><p><ins class="ministerial">As announced on 24 December 2021, the Seasonal Worker visa route will continue to operate until at least the end of 2024. A total of 40,000 visas are available in 2022, of which 38,000 were for horticulture with the remaining 2,000 allocated to poultry workers in the run up to Christmas. HM Government is carefully considering the position on visa quotas for 2023 and we will say more in due course.</ins></p><p><ins class="ministerial">HM Government closely monitors the Seasonal Worker visa route to ensure its effective operation, and works closely with industry to make sure that the workforce requirements for the food and farming sector are understood across government.</ins></p><p><del class="ministerial">Over recent months the Government, predominantly through the Department for Transport and Defra, has had a sustained dialogue with haulage companies and other organisations involved in the goods supply chain, as well as ministers and officials in the Devolved Administrations. This has included ministerial and industry roundtables, industry summits and tailored workshops.</del></p><p><del class="ministerial">Through this dialogue, we have been able to strengthen communication between government and industry and discuss issues and solutions, on a range of matters that have the potential to cause disruption to UK supply networks, especially with regard to the supply of food. This includes logistics issues at ports of entry for goods entering the UK, labour shortages across the supply chain (particularly lorry drivers), and the domestic supply of carbon dioxide.</del></p>

answer text <p>Horticulture has long relied on seasonal workers to bring home the harvest. After a series of annual pilots the government announced last December that the Seasonal Worker visa route has been extended to 2024 to allow overseas workers to come to the UK for up to six months to harvest both edible and ornamental crops. An initial allocation of 30,000 visas was made available for 2022, which will be increased to 40,000 (including 2000 for the poultry sector). Defra continues to monitor the supply of labour to UK horticulture throughout the year, working with operators and sector growers to ensure there is sufficient labour for harvesting the UK's fruit and vegetable crops.</p><p> </p> more like this

answer text <p>A key objective of the Seasonal Workers Scheme is to ensure that migrant workers are protected against modern slavery and other labour abuses, including the charging of recruitment fees. The safety and wellbeing of workers is considered paramount.</p><p>The Gangmasters and Labour Abuse Authority (GLAA) assess overseas labour providers when they apply for a licence to be a part of the Seasonal Workers Scheme. Charging recruitment fees would be a breach of the licensing standards. Any labour provider found to be in breach of the licensing standards is not provided with a licence or would have their licence revoked. To date, no licence holder part of the Seasonal Workers Scheme has been found to be in breach of the standards related to recruitment fees.</p><p>The GLAA is undertaking work in partnership to prevent exploitation of workers. For example, the GLAA and seasonal worker pilot operators are jointly developing an informative video, specifically addressing issues related to recruitment fees. The video is due to be launched in the coming weeks. The GLAA is also developing specific guidance aimed for overseas businesses will also be published shortly. Finally, the GLAA is working with UK embassies to engage more closely with in-country government agencies and ensure local laws and regulations are always met.</p>

answer text <p>Defra continues to work closely with industry and other Government departments to understand labour supply and demand, including both permanent and seasonal workforce requirements, and to ensure there is a long-term strategy for the UK agricultural sector.</p><p> </p><p>The Government has announced that the seasonal worker visa route will be extended to 2024 to allow overseas workers to come to the UK for up to six months to harvest both edible and ornamental crops. 30,000 visas will be available for 2022. This will be kept under review with the potential to increase by 10,000 if there is clear evidence of need.</p><p> </p><p>While acknowledging the sector’s reliance on foreign workers, the UK is committed to becoming a high-skilled, high-wage economy and the Government has been clear that more must be done to attract UK workers through offering training, career options, wage increases and to invest in increased automation technology.</p><p> </p><p>Defra’s Review of Automation in Horticulture will be published shortly and will inform a range of policy decisions regarding automation and seasonal labour from 2022 onwards.</p><p> </p><p>In addition, agricultural businesses can continue to rely on EU nationals living in the UK with settled or pre-settled status and EU nationals who have settled status can continue to travel to the UK to do seasonal work in 2022 and beyond. Over 5.7 million EU citizens and their families have been granted status under the EU Settlement Scheme.</p><p> </p><p>Defra is working with industry and the Department for Work and Pensions (DWP) to raise awareness of career opportunities within the food and farming sectors among UK workers.</p><p> </p><p>Defra is also working closely with the Home Office to ensure that the requirement for these sectors is understood across Government.</p>

answer text <p>The Government recognises the importance of labour to bringing home the harvest.</p><p>Defra continues to work closely with industry and other Government departments to understand labour supply and demand, and to ensure there is a long-term strategy for the food and farming workforce beyond 2021.</p><p>The expanded Seasonal Workers Pilot has provided a solution to the unskilled labour needs of the edible horticulture sector through 2021, supporting farmers growing UK fruit and vegetables. This sector of agriculture has the highest dependency on seasonal labour.</p><p>The Government has announced that the seasonal worker visa route will be extended to 2024 to allow overseas workers to come to the UK for up to six months to harvest both edible and ornamental crops. 30,000 visas will be available. This will be kept under review with the potential to increase by 10,000 visas if necessary.</p><p>In addition, food and farming businesses can continue to rely on EU nationals living in the UK with settled or pre-settled status. Over 5.5 million EU citizens and their families have been granted status under the EU Settlement Scheme.</p><p>The Government encourages all sectors to make employment more attractive to UK domestic workers through offering training, careers options, wage increases and to invest in automation technology. To support these efforts, Defra is working with industry and the Department for Work and Pensions to raise awareness of career opportunities in the food and farming sectors among UK workers.</p><p>Defra is also leading a Government review of automation in horticulture to improve our understanding of what is required to accelerate the development and uptake of automation technologies in both the edible and ornamental sectors, in England, with the view to reducing the sector’s long-term dependency on seasonal migrant labour. The review’s final report will be published shortly and will inform a range of policy decisions regarding automation and seasonal labour from 2022 onwards.</p>
