<p>The Department does not apply a strict definition as to what constitutes ‘substantial and/or medical hardship’ as these decisions are based on a claimant’s circumstances and the supporting evidence provided. Where an application for waiver is received it will be considered on its own merits, according to the principles set out in Her Majesty’s Treasury’s guidance on Managing Public Money.</p>
