As a member of the UN Security Council, the UK regularly discusses Western Sahara with Morocco and others, most recently during the renewal of the United Nations Mission for the Referendum in Western Sahara (MINURSO)’s mandate in April. answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>The decision to adopt rules changes that saw the return of the Russian delegation to the Council of Europe Parliamentary Assembly was a matter for the Assembly, which is independent from the intergovernmental Committee of Ministers. Russia's membership of the Council of Europe provides access, valued by Russian citizens and human rights NGOs, to the European Court of Human Rights and is one of the few ways available to the international community to hold Russia to account for its human rights violations. The British government did not, however, support Russia's unconditional return to the Parliamentary Assembly of the Council of Europe. We consistently called on Russia to fulfil all its obligations as a Member State, including payment of all debts to the Council of Europe, and to adhere to Council of Europe standards on human rights, democracy and rule of law. We will continue our efforts in the Council of Europe to ensure Russia is answerable for its actions. Most recently, the British High Commissioner to India raised Mr <strong>Johal</strong>'s case with the Indian Foreign Secretary on 10 May, and with the Indian High Commissioner to the UK on 10 June. The Minister for Asia and the Pacific also raised Mr <strong>Johal</strong>'s case with the Indian Foreign Secretary on 12 March. The Foreign Secretary and the Minister for Asia and the Pacific met with Mr Johal's family and their MP, Martin Docherty-Hughes on 24 April. Eligibility to receive benefits is not dependent upon being continuously resident in the UK. Benefits except Job Seekers Allowance and Maternity Allowance on their own are not strong indicators of continuous residence unless receipt of them persists over a period of 12 months. There are also overlaps with other data that is available from the checks. For instance, PAYE data covers most applicants who claim working tax credits and receipt of other benefits included in the checks will overlap with receipt of child tax credits. Child Benefit is not included in the automated checks because it is not a sufficient indicator of continuous UK residence. A full explanation of how the automated checks work has been published at <a href="https://www.gov.uk/guidance/eu-settlement-scheme-uk-tax-and-benefits-records-automated-check." target="_blank">https://www.gov.uk/guidance/eu-settlement-scheme-uk-tax-and-benefits-records-automated-check.</a></p><p>Following analysis conducted on an anonymised sample of 10,000 applications submitted under the Immigration (European Economic Area) Regulations 2006, the Home Office estimated that the potential pool of resident EEA citizens who might benefit from tax credits data being included in the automated checks was around two per cent and this was before any consideration of the applicability of that data to proving continuous residence. HMCTS has not made any specific arrangements for any potential increase in non-payment prosecutions for TV licences from June 2020.
