In line with the internationally agreed UN definition, these statistics define a migrant as someone changing their normal place of residence for more than a year. This includes students in net migration in the same way as other migrants. Other countries, including the United States, Canada, Australia and New Zealand also include students in their net migration figures. <br><br>Net migration measures the difference between the number of peoplecoming the UK and the number leaving, so if students return home after<br>their studies, their impact on long-term net migration will be minimal. The ONS has recently improved its methodology so that it is possible to<br>better identify students in the emigration flows to give a more accurate measure of the contribution of students to overall net migration.In the last year, 124,000 non-EU students came to Britain to stay for more than 12 months, and the ONS estimates that only 50,000 left the country. <br><br>All migrants who are in the UK for 12 months or more have an impact on our communities, infrastructure and public services. Changing the way we measure migration would not make any difference to our student migration policy. Historical estimates have been updated to take into account the latest outturn data and updated projections. Projected years are subject to uncertainty.</p><p> </p><p> </p><p> </p><p>The effect of the reductions in the Annual Allowance in 2011‑12 and Lifetime Allowance from 2012-13, as well as further reductions in both allowances in 2014-15 are reflected in the table. These restrictions mostly affect individuals with incomes over £150,000 hence the drop in share of tax relief for these individuals in latter years.</p><p> </p><p> </p><p>Increases in the Personal Allowance (from £6,475 in 2009-10 to £10,000 in 2014-15) cause a decline in the share of income tax relief going to those in the “Up to £19,999” income band. answer	answer is ministerial correction date of answer 30/10/2014 answer text <p>HM Revenue and Customs (HMRC) announced on 16 October 2014 the closure of 14 of its smaller offices across the UK which do not fit the medium to long term plans of any line of business currently operating from them. This included one office in North Wales, Government Buildings, Colwyn Bay and followed consultation with staff, departmental trade unions and elected representatives.</p><p> </p><p> </p><p> </p><p>Following the decision, 38 people in Colwyn Bay have been given priority status for vacancies at their grade both within HMRC and in other government departments.</p><p> </p><p> </p><p> </p><p>HMRC has not invited staff in Colwyn Bay office to consider voluntary redundancy at this stage. However, residents’ satisfaction is either the same or has increased according to independent surveys:</p><p> </p><p>• Research by ICM has found that 57 per cent of the public think that the quality of public services has improved or stayed the same compared to five years ago. Recycling collections, parks and open spaces, leisure centres and refuse collections are areas where the public think services have particularly improved (ICM Research, <em>BBC News Bailout Anniversary Poll: Attitudes towards public services</em>, September 2013).</p><p> </p><p> </p><p>• Opinion research by PwC in 2014 has noted: ‘As with our 2013 survey, almost half of the public we surveyed were unaware of any reductions in local council services in their area. To some extent, this is a testament to the success of local authorities to date in focussing on internal efficiencies while protecting the frontline’ (PwC, <em>The Local State We’re In: PwC’s annual local government survey</em>, 2014, p.7).</p><p> </p><p> </p><p>• A Ipsos Mori survey in 2014 has found that two-thirds (63 per cent) of local residents have said that local authority budget reductions have not made a noticeable difference to services (Zurich Municipal, <em>A new world of risk; change for good</em>, July 2014, p.19).</p><p> </p><p> </p><p>• The number of respondents who were very or fairly satisfied with the way their local council runs things was 69 per cent in October 2010 (LGA, <em>Polling on resident satisfaction with councils</em>, September 2012). Service complaints data is captured by all three Services on the Joint Personnel Administration (JPA) system. The system and the supporting guidance for users have been refined following internal audits of JPA's effectiveness and extent of its use in 2008 and 2012.</p><p>A third audit is being carried out to review the adequacy and effectiveness of actions taken in response to the audit in 2012.
