We remain steadfast in our support for the Bank of England’s independent Monetary Policy Committee.</p><p> </p><p>Pay for most frontline workforces is set by the independent Pay Review Body (PRB) process. On 13 July, the Government confirmed that it would be accepting the headline pay recommendations of the PRBs in full.</p><p> </p><p>Government borrowing to pay for things, such as public sector pay, boosts demand and in turn can increase inflationary pressure. Network Rail and other transport infrastructure operators have been in discussions with DfT officials and Ministers regarding the importance of adapting to climate change, the action they are taking, and the Department’s plans for a transport adaptation strategy, including through the Weather Risk Task Force Steering Group.</p><p> </p><p>The publication of the third National Adaptation Programme (NAP3) in July 2023 marks a step-change in the UK government’s approach to climate adaptation. In the NAP3, Network Rail committed to, amongst other actions, design regional adaptation pathway strategies by 2029.</p><p> </p><p>In 2022 the Department for Transport published the <a href="https://www.gov.uk/government/publications/railways-high-level-output-specification-2022/railways-act-2005-statement-high-level-output-specification-2022" target="_blank">High-Level Output Specification (HLOS)</a> which outlines the Secretary of State’s objectives for Network Rail’s operation, maintenance and renewal of railway infrastructure between 2024 and 2029—tied to a record £44.1 billion funding settlement. Environment Agency teams carry out joint training with the Fire and Rescue Service and other organisations. This involves the deployment of assets such as temporary barriers and mobile pumps to prepare for flooding. The Environment Agency’s work with the Fire and Rescue Services and the National Fire Chiefs Council has resulted in the supply of equipment and training to Fire and Rescue Services. The Environment Agency provides evidence and advice to inform the Government and support others to develop skills and capacity. Government has strengthened support to the research sector considerably in recent years, including launching the National Protective Security Authority's Trusted Research campaign. The Department also provides the Research Collaboration Advice Team, which gives advice to research institutions to help them manage national security risks in international collaboration. Government has a comprehensive package of legislative measures in place - including the National Security and Investment Act and Export Controls - to manage risk in this area. Operational delivery of CHC is the responsibility of ICBs with oversight from NHS England.</p><p>As set out in the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) Regulations 2012, ICBs must have regard to the National Framework.</p><p>Although there are no sanctions in place for ICBs that do not comply with the National Framework, NHS England has powers under the National Health Service Act 2006, as amended by the Health and Care Act 2022, to direct ICBs when it has duly identified that (a) an ICB is failing, or (b) is at risk of failing, to discharge its functions.</p><p>NHS England has an assurance regime in place to ensure that individuals are assessed for CHC in a timely manner and that these assessments are undertaken at the right time and in the right place. We are undertaking a number of initiatives including setting a long-term rail freight growth target, which will be announced later this year, and a review of the Mode Shift Revenue Support scheme. I host bi-monthly roundtable meetings with key rail freight stakeholders.
