answer text
The Driver and Vehicle Standards Agency (DVSA) recognises there is a high demand for learners who are wanting to take their car practical driving test.

The DVSA has a 24-week forward booking window and tests are not available to book beyond this. As the booking service is live, test appointments can also become available to book through other candidates cancelling, or rescheduling, their test.

The DVSA is aware of apps or bots that constantly search its systems for driving test slots. The DVSA does not employ, encourage or licence anyone to provide such a cancellation service checking for newly open slots. These apps or bots are not approved by the DVSA as they make it harder for candidates to get a test and can result in people paying more for a test than the official test fee. Using such services also means that any changes to the test may not necessarily be relayed to the candidate.

To ensure its booking system is used correctly, the DVSA has:

- stopped accepting new automatic online registrations to use its tests booking service – any new applications must be made by email, where they will be thoroughly checked by the DVSA.

- stopped accepting any new registrations from companies who do not directly employ a driving instructor.

- removed registrations not linked to driving instructors.

- reduced the number of times a driving test appointment can be changed from 10 to the pre-pandemic limit of 6 and updated the test booking service terms and conditions to make it clear that users must not book tests and sell them for profit.

Users found breaching the terms and conditions may have their accounts closed.

The DVSA is continuing to take steps to block cancellation services from accessing the booking system. This is having a positive impact. Following recent changes, there has been a significant drop in traffic to these services because the DVSA is successfully identifying and blocking apps or bots.

The agency will also continue to inform candidates of the official channels for booking a test. The DVSA has taken measures to encourage learners to use the official booking site on GOV.UK by ensuring that it appears as high as possible on popular search engines and by promoting the official website on social media.

As a result of the measures already taken by the DVSA, overall, since April 2021, approximately 900,000 additional car test slots have been created. On average, the DVSA is creating around 37,000 extra car test slots each month.

answer text
Reliable access to telecommunications and internet services is vital for the operation of essential services and our everyday home, work, education, and social lives. All service providers are responsible for their own networks. However, there are statutory obligations they have to meet set out by Ofcom the independent regulator.

The sector has proven itself extremely robust, and the UK has never suffered a major nationwide loss of telecoms or broadband services. On rare occasions where the sector does experience outages part of these statutory obligations on Vodafone and other providers is to maintain the availability of services and report significant outages to Ofcom. Therefore should thresholds for service failure have been met on this occasion, Ofcom would fully investigate the circumstances and take appropriate action.

There are protections in place for consumers under Ofcom’s voluntary industry automatic compensation scheme (of which Vodafone is a signatory). Following a loss of service, if repairs are delayed by more than two working days, customers may be entitled to compensation of £9.33 for each calendar day.

answer text
The Department monitors reporting of the gender pay gap in schools and works with the Government Equalities Office and the Equalities and Human Rights Commission to ensure schools comply with the reporting requirement.

Schools and colleges are responsible for implementing actions to reduce their gender pay gap. The Department expects schools and colleges, like all employers, to give due consideration to their obligations under the Equality Act 2010 and the way their employment practices affect different sections of their communities and staff at different stages of their careers.

The Department is committed to ensuring that the pay system for teachers is free from discrimination. To support schools in making appropriate pay decisions, the Department published guidance, drafted in partnership with the teaching unions, on handling equalities matters in the context of teachers pay. The Government is not responsible for and plays no role in setting or making recommendations about teacher pay in colleges. It is for individual colleges to set the pay of their staff.

The latest Office for National Statistics Annual Survey of Hours and Earnings 2022 data shows that the median pay gap in the UK between full time male and female 'teaching and education professionals' has fallen significantly over recent years from 7.2% in 2021 to 5.1% in 2022. 'Teaching and education professionals' includes teaching staff across early years, schools, further education, and higher education.

It is important to note universities, as autonomous institutions, are responsible for setting their own pay and conditions. Provisional data published by the Universities and Colleges Employers Association suggest the gender pay gap data for higher education has decreased from 20.7% in 2011/12 to 13.7% in 2021/22.
