The policy is devolved to Scotland, Wales and Northern Ireland in the constitutional settlement.</p><p> </p><p>Defra is not responsible for the supply of food and drink to the population in an emergency, and the expertise, capability and levers to plan for and respond to food supply disruption lie within the industry. However, we have well established relationships with the food and drink sectors, and we work collaboratively with the food industry and across Government to support coherent and robust industry contingency planning and response in the event of an incident situation. The food industry is experienced in dealing with scenarios that can affect food supply.</p><p> </p><p>Local authorities do not have a general duty to provide food but have duties to provide food to particular groups in particular circumstances, including schools and care settings. Public sector food provision for specific sectors is led by the relevant Government departments. Defra works with lead Departments (including DfE, DHSC and MoJ) to support their contingency planning for food supply to public services. This is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk. Defra is working hard to tackle the problem through a comprehensive approach that seeks to target both the supply and demand of illegally imported dogs.</p><p> </p><p>International engagement is one aspect of this approach. It takes place through Defra, with input from APHA intelligence and expertise. Under Article 26 of EU Regulation 1/2005 (on the protection of animals during transport and related operations), Defra notify Member States of the origin of the transporter where a welfare issue with an import has been identified. We send these to notify the Member State so that they can take remedial action to ensure that the transporter complies in future. The notifications include details of passports and certificates. The UK Chief Veterinary Officer (CVO) has written to her counterparts in countries where illegally imported dogs typically originate, including (most recently) her counterparts in Hungary and Serbia. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>The maximum rate of deductions cannot normally exceed 40 per cent of the Universal Credit standard allowance and does not reduce other components of an award, such as money paid for children, housing or when someone is caring for a severely disabled person. From October 2019 this will be reduced to 30 per cent and from October 2021 we are increasing the maximum recovery period for advances from 12 to 16 months.</p><p> </p><p>However, the Government recognises the importance of safeguarding the welfare of claimants who have incurred debt, so last resort deductions can be applied to protect vulnerable claimants from eviction and/or having their fuel supply (gas/electricity) cut off, by providing a last resort repayment method for arrears of these essential services. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>The House of Commons provides a range of British Sign Language (BSL) interpretation services for visitors to the Palace of Westminster and currently holds the Action on Hearing Loss ‘Louder than Words’ charter mark, which is re-accredited every three years.</p><p>Visitors on a commercial, ticketed tour can choose a BSL self-guided option which has been tested and approved by a range of deaf groups.</p><p>Visitors on a democratic access tour can also choose a BSL self-guided option, although in most cases a BSL signer would be booked and made available. The bicameral Visitor Services team has booked 35 BSL interpreters for visitors attending tours or watching parliamentary business, such as select committees, since the start of 2018. BSL interpretation can also be provided for visiting schools, although in most cases the schools themselves will bring their own interpreter.</p><p>The House is investigating the provision of a basic level of BSL training across the Visitor Services team. Training staff to a sufficiently high level of expertise to lead or interpret tours or other visiting activities has to date proved difficult due to the level and duration of training required combined with the frequency of staff turnover. The Government has confirmed that the EU Settlement Scheme will continue to operate whether the UK leaves the EU with or without a negotiated deal. This ensures that the rights of EEA and Swiss citizens resident in the UK before it leaves the EU will be protected in every outcome.</p><p>In the event that a deal is not agreed with the EU, arrangements for EEA and Swiss citizens arriving for three months or less after free movement ends will not look any different. To stay longer than three months during the transitional period, newly arrived EEA and Swiss citizens will need to apply for permission. Subject to identity and criminality checks, they will be granted European Temporary Leave to Remain for a further 36 months. <br>If they wish to stay in the UK for longer than the 36 months, they will then need to qualify and apply under the future skills-based immigration system.</p><p>The Government published a White Paper on the future system on 18 December 2018. This committed to maintaining a route for intra-company transfers to allow companies easily to transfer existing employees from an overseas branch to their UK office. These obligations do not apply where information is required to be disclosed by law or where a protected disclosure is made by the employee under whistleblowing legislation. It should be noted that no former employee of HS2 Ltd has raised any such protected disclosure.</p><p> </p><p>Before any Settlement Agreement is signed by HS2 Ltd and the employee, a certificate from an independent legal adviser must be provided, evidencing that legal advice has been given to the employee as to the effect of the terms of the Agreement. 	answer	answer is ministerial correction date of answer 26/07/2019 answer text <p>Since 2015, Cabinet Office has provided five years of annual grant funding to Electoral Registration Officers in England, Scotland and Wales to cover the additional cost that Individual Electoral Registration (IER) introduced to the registration system.</p><p>Initial in-year allocations are paid to all local authorities in England and Wales, and valuation joint boards in Scotland as early in the financial year as possible. We are tackling these barriers, including those faced by survivors of domestic abuse, homeless electors and young people, and have reported on our progress in our follow up report, Democratic Engagement: Respecting, Protecting and Promoting our Democracy.</p><p>Although it did not emerge as a factor in its own right, we are aware of the potential contribution that lack of literacy makes to the under registration of a number of groups, such as those with learning disabilities, homeless people and those with specific language barriers.</p><p>The voter registration website is reviewed regularly to ensure it meets the Government’s service design standards to make it as easy to use as possible and we have produced easy read guides to registering to vote in partnership with Mencap. 	answer	answer is ministerial correction date of answer 05/09/2019 answer text <p>The decision on which core and optional sports are included in the Commonwealth Games sports programme rests with the Commonwealth Games Federation (CGF) and its constituent members. A decision on the status of shooting as an optional sport was taken at the 2015 Commonwealth Games Federation General Assembly, and also reaffirmed in 2016, when the new CGF Constitution was approved.</p><p> </p><p>Shooting was not included at point of bid in the sport programme for the 2022 Games in Birmingham, but following interest from a number of the optional sports and disciplines, the Birmingham 2022 Organising Committee has recently concluded an Additional Sports review and costing exercise, considering the merits of adding additional sports, including shooting, to the Games within available resources. The review considered financial considerations and the potential for additional revenue generation, the availability of suitable venues, and alignment with the CGF Constitution and the objectives of Games partners. It also considered submissions from each of the sports concerned. Based on the conclusions from the review, the Organising Committee’s recommendation was to support the inclusion of Women’s Cricket, Beach Volleyball and Para Table Tennis, but not to add Shooting or Archery to the programme for Birmingham.This recommendation was subsequently approved by the CGF Executive Board, and confirmed by a vote of the Commonwealth Games Federation’s membership, who make the final decision on the matter. Looking ahead, any consideration of shooting’s inclusion in future games will be a matter for the Commonwealth Games Federation, and the Organising Committees of future Games.</p><p> </p><p>The Government does recognise the strength of feeling on the matter among the shooting community, and the desire to have an opportunity to showcase the sport in 2022, and as such I have spoken to the Commonwealth Games Federation regarding the matter. They have agreed to advise British Shooting on the next steps for taking forward proposals for an event for Commonwealth shooters, to be delivered separately from the Games. The programme is designed to improve communication and partnership between NHS mental health services and education professionals, so that more children and young people receive the help and support they need, and are referred to specialist services if necessary.</p><p> </p><p>The programme brings together education and mental health professions and when specific needs such as speech, language and communication are identified they can be matched or signposted to local services for support.</p><p> </p><p>Schools are required to identify and address the special educational needs and disabilities (SEND) requirements of their pupils, and to use their best endeavours to make sure that those pupils receive the support they need.</p><p> </p><p>In 2018, we announced new contracts worth more than £25 million to help ensure children with SEND access excellent support, including those with speech, language and communication needs. BSL forms part of the flexible local offer (non-statutory) and qualifications are either fully funded (if the learner is unemployed or participating in the low wage trial) or co-funded depending on the age, prior achievement and employment status of the learner. BSL qualifications at level 3 and above can be funded through an Advanced Learner Loan.</p><p> </p><p>We have not undertaken any recent assessment of the impact of costs on learners looking to participate in BSL courses, therefore we are unable provide a formal assessment of the impacts of cost on participation levels. Only aims with 50 or more enrolments per year are included in this report. Friend, the Member for Bromsgrove, on 15 July, the statutory guidance ‘Working together to safeguard children (2018)’ sets out how the 3 safeguarding partners – the police, Clinical Commissioning Groups and the local authority - should have a clear understanding of the collective needs of children locally when commissioning effective services. These collective needs include the risks of criminal exploitation that are faced by children. In addition, the local authority is under a duty to monitor and report on serious child safeguarding incidents to the Child Safeguarding Practice Review Panel.</p><p> </p><p>The safeguarding partners must publish an annual report setting out what they have done as a result of the arrangements, including how effective these arrangements have been in practice. They must also include how they will use data and intelligence to assess the effectiveness of the help being provided to children and families as well as the procedures and processes for cases relating to the abuse, neglect and exploitation of children, including in relation to child criminal exploitation.</p><p> </p><p>As part of the department’s annual ‘Children in Need’ census, local authorities are also required to report to the department on the factors identified at the end of the assessment of children, including trafficking, missing children, gangs and child sexual exploitation, all of which may be related to the risk of child criminal exploitation.</p><p> </p><p>The Home Office have provided £3.6 million for the establishment of the National County Lines Co-ordination Centre (NCLCC) to enhance the intelligence picture and support cross-border efforts to tackle county lines. Friend, the Member for Louth and Horncastle on 15 July 2019, the statutory guidance on inter-agency working to safeguard and promote the welfare of children, titled ‘Working together to safeguard children 2018’, is very clear that anyone who has concerns about a child’s welfare should make a referral to local authority children’s social care. This should be done immediately, if there is a concern that the child is suffering significant harm, or is likely to do so. This guidance can be found at the following link: <a href="https://www.gov.uk/government/publications/working-together-to-safeguard-children--2" target="_blank">https://www.gov.uk/government/publications/working-together-to-safeguard-children--2</a>.</p><p> </p><p>That same guidance also sets out that assessments, including early help assessments, should look at the nature and level of risk faced by a child, and whether the risk is from within or external to the family. In response, local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early.</p><p> </p><p>A number of our best performing local authorities, known as Partners in Practice, are testing different approaches to how best to assess and support children who are at risk of abuse from extra familial threats. This includes funding up to £2 million for the London Borough of Hackney to test a contextual safeguarding approach through the Innovation Programme.
