To ask the Secretary of State for Housing, Communities and Local Government, with reference to research by the Local Government Association showing that prosecutions under building regulations have fallen by approximately 75 per cent in the last 10 years what plans he has (a) to increase sanctions and penalties for non-compliance with building regulations and (b) to ensure that local authorities are awarded full costs for such cases.
