This includes dogs imported from outside the UK. Defra will shortly be issuing a call for evidence on whether to introduce compulsory microchipping for all cats in England. During the consultation on whether to ban the third party selling of puppies and kittens, carried out last year, we included a question about whether rescue and rehoming centres should be regulated. We need to be confident of the benefits and the impacts of any regulations placed on rescue and rehoming centres, particularly on some of the smaller rescues. This included contributing to the World Organisation for Animal Health (OIE) Terrestrial Code chapter on <em>Welfare or Working Equids </em>adopted by OIE members in 2016, which provides species specific guidance to complement the general welfare principles applying to all animals. In addition we have contributed to the EU voluntary initiative developing guidance on responsible ownership and care of equidae. Influencing the raising of global standards through international fora can be an effective and sustainable way to address these issues across the world and therefore have a broader impact than bilateral meetings with particular countries. All Local Authorities, including Brighton and Hove, have been provided with the legislative powers necessary to safeguard the nation’s elm population and prevent the spread of elm disease. These powers are set out in the Dutch Elm Disease (Local Authorities) Order 1984. They allow officers (appointed by the Local Authority) who suspect the presence of this disease to enter any land to inspect trees and take samples, and where disease is present, to take action to eradicate it. Government has a strong risk-based biosecurity response to reduce the pest and disease risk to trees involving comprehensive international and domestic surveillance, stringent border biosecurity, robust contingency plans and world leading research. A working-age adult living in a household where every adult is working is about 6 times less likely to be in relative poverty than one living in a household where nobody works.</p><p> </p><p>Universal Credit (UC) replaces six outdated and complex benefits with one – it is simplifying the benefits system and making work pay. As a result, people claiming UC move into work faster, stay in work longer and spend more time looking to increase their earnings. UC provides more help with childcare costs (eligible claimants are able to claim up to 85 per cent of their childcare costs, compared to 70% on the legacy system), a dedicated Work Coach, and removes the 16-hour ‘cliff edge’ for workers.</p><p> </p><p>The Department continues to conduct research and analysis to enhance our understanding surrounding working claimants, as well as working with stakeholders and customers to develop our approach. The proposals under consideration – including extending the reporting requirement to public sector organisations, requiring organisations to report on specific topics and introducing a new civil penalty regime – would require changes to primary legislation. In the nine months to date, after the surcharge, hot beverage (non-banqueting) sales were £727,203 incl VAT.</p><p>There has been a reduction from 58,000 paper cups per month being sold to 15,000 on average. The Pakistan National Defence University visited the UK earlier this year. Bangladesh also held a National Defence College visit.</p><p>Defence relations with Sri Lanka were significantly strengthened in 2019 by the appointment of a resident Defence Adviser.</p><p>HMS Dragon visited Karachi in February 2019 as part of Exercise AMAN, in which Sri Lanka and Bangladesh were also involved. However, there are so many variables involved in the process and Government does not keep records of the average length of negotiations.</p><p> </p><p>Negotiations are usually split into “rounds”, with one country visiting the other for a week to discuss the negotiated text. The call for evidence has confirmed that consumer detriment is present in the pre-paid funeral plan sector and that there is broad demand for the sector to come under compulsory regulation.</p><p> </p><p>Consequently, the government intends to bring the pre-paid funeral plan market within the remit of the Financial Conduct Authority and is currently consulting on the proposed legislative framework to implement this proposal. In February 2019, we published the <em>Integrated Communities Action Plan</em> alongside the Government’s response to the consultation on the Green Paper. This set out the actions that Government will take to create socially and economically stronger, more confident and integrated communities. These documents were published in English.</p><p>Assisting the public to understand the threat from extremism is the responsibility of the Home Office. The independent Commission for Countering Extremism published the findings from their call for evidence earlier this month, which was the first public consultation on extremism. As the customs authority, HMRC will act to ensure that border processes are as smooth as possible, without compromising security.</p><p> </p><p>After listening to concerns from businesses, the Government is introducing temporary easements for a ‘no deal’ scenario to help businesses keep trading. In this capacity, the EC leads public awareness campaigns on voter registration, notably ahead of elections.</p><p>The Government does not have an allocated budget for advertising voter registration deadlines</p><p>The exception was a government funded campaign in 2015 targeted specifically at overseas electors. 	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>Funding for the annual household canvass and year round electoral registration (in addition to funding for polls at a local level) is paid for by the local authority using monies from the Revenue Support Grant (RSG) provided through MHCLG and the revenue raised by the authority through council tax, business rates and any reserves. This provides the majority of the funding for electoral registration.</p><p>Since the transition to Individual Electoral Registration (IER) in 2014, central Government has provided annual direct funding to local authorities to cover the additional costs of IER compared to the previous household system.</p><p>Since 2015/16, five years of annual funding has been provided by Cabinet Office to cover these additional costs, totalling £96M to date. It is expected that planned reform of the annual canvass of electors will significantly reduce the overall cost of registration. The Government is not therefore minded to make an assessment of the potential merits of ring-fencing IER grant funding.</p><p>Electoral Registration Officers are responsible for delivering electoral registration services and securing funding from the local authorities that appoint them.
