	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>The Church of England Vision for Education identifies four core themes (wisdom, knowledge and skills; hope and aspiration; community and living well together; dignity and respect) which underpin all of our work in education. School leadership networks will be focusing on serious youth violence as part of these core themes. An education which promotes hope, aspiration and dignity is a vital part of addressing serious youth violence.</p><p>One aspect of this debate relates to the impact of school exclusions on vulnerable young people. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>We are providing local authorities with more money to support vulnerable children, with an additional £410 million invested this year across adults’ and children’s social care. Separately, we are investing £84 million over 5 years to drive improvements in children’s services across local authorities, especially through early intervention.</p><p>In 2018, the department introduced a new, tougher Ofsted inspection framework to drive improvement in children’s services. The department intervenes robustly in every local authority judged ‘inadequate’ by Ofsted, bringing in experts to assess which improvements will ensure better services. This might include removing service delivery from the council’s control by establishing a trust, giving children’s services a fresh start.</p><p>Since May 2010, 46 local authorities have been lifted out of intervention and have not returned, and the number of inadequate local authorities has reduced from 30 to 19 since July 2017. We aim to continue making these improvements at pace so that, by 2022, less than 10% of local authorities are rated ‘inadequate’ by Ofsted, halving failure rates within 5 years and providing consistently better services for thousands of children and families across the country.</p><p>To get ahead of failure, we are investing an additional £20 million in our regional improvement strategy, working collaboratively with the Association of Directors of Children’s Services, Local Government Association, Solace and the rest of the sector to identify local authorities that need additional support. Our Domestic Abuse Bill and wider action plan will help to ensure that victims have the confidence to come forward and report their experience, safe in the knowledge that the justice system and other agencies will do everything they can both to protect and support them and their children and pursue their abuser.</p><p>We will consider the findings of the report. We set our assessment providers challenging targets and monitor performance closely against a range of measures including through independent audit to improve accuracy and decision making. Contractual remedies are in place if assessment providers fail to deliver against the service standards.</p><p>Contractual remedies for underperformance against a range of service levels are recovered through service credit mechanisms and through deductions of payments (a ‘No Pay’ mechanism). 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The UK has been a major supporter of the response to the Ebola outbreak in eastern DRC since it began in August 2018. Community engagement remains one of the most important factors that will help end the outbreak and strengthening this aspect of the response is a key part of the ongoing ‘reset’ pushed for by the UK and other partners. The response, led by the Government of DRC with international support directed by the UN, is increasingly working with religious leaders to help foster community trust and ownership. On top of our wider financial, technical and political support to the response, UK Aid is funding anthropological research into community dynamics in affected areas, which is helping response partners strengthen their engagement with communities, including faith leaders.</p><p>The Secretary of State for International Development met with faith leaders (both Christian and Muslim) in Butembo during his recent visit to eastern DRC. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The UK is extremely concerned about the continued escalation of violence in northern Hama and southern Idlib, which has displaced hundreds of thousands of people, including approximately 100,000 children. We are appalled by the Regime and Russia’s senseless attacks on civilian infrastructure, with at least 50 schools, 35 health facilities and eight water stations reportedly damaged or destroyed.</p><p> </p><p>DFID remains committed to helping to alleviate the suffering of the affected civilian population. Last year alone, we provided over £80 million of support to Idlib and surrounding areas, and we are continuing our support this year too. Our UN and NGO partners are working tirelessly to meet growing needs among displaced people through distributing essential items such as food, water and medicines.
