star this property answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. Phasing out direct payments will free up money so we can reward farmers for delivering public goods, including environmental outcomes<ins class="ministerial"> and animal welfare</ins>.<del class="ministerial"> We recognise that some certain sectors are more dependent than others on direct payments but provided that these farmers are delivering public goods, they will be well placed to benefit from the new system.</del></p>

star this property answer text <p>Decisions on how best to co-ordinate bus and rail services are best tackled locally. The needs of all public transport users must be taken into account when considering how to manage the different public transport networks. Changes at one station or location may benefit passengers there but may be a disadvantage to passengers further along the route.</p><p> </p><p>The Department is currently in the process of building the Bus Open Data Digital Service which will serve as a platform for bus operators to provide their route, timetable, location, and fares data. This data can then be used by application developers to build products and services to help passengers plan their journeys, including onward journeys from railway stations.</p><p> </p><p>The Williams Rail Review is looking at how strategic planning can be improved, including at the local level, so train services and stations can be integrated with local bus services and cycling routes.</p><p> </p> more like this

star this property answer text <p>The department has made no assessment of the amount of time off in lieu taken by staff in the last 5 years, and to do so would incur disproportionate cost.</p><p> </p><p>DCMS has a commitment to ensure that employees maintain a healthy work-life balance, and that the working hours of our staff are compliant with the requirements of the Working Time Regulations 1998. All employees have the opportunity to request to work ‘flexi hours’, meaning that (with line manager agreement) they can build up a certain amount of working hours as credit which can then be taken as time off. This is something that is arranged locally with an individual’s line manager, meaning that we do not hold a central record of the total amount of time off in lieu taken by the department’s employees.</p> more like this

star this property answer text <p>Delivering the global transition to a low carbon economy will require unprecedented levels of investment from the public and private sectors. The Government is fulfilling our pledge to deliver £5.8 billion between 2015/2016 and 20/21. In addition to investing our own resources, the Government continues to press multilateral organisations to help countries tackle climate change through providing finance. The Multilateral Development Banks have an important role to play, and in the last year the World Bank has set new targets for the proportion of its finance which contributes to low carbon, resilient development. In 2018, 70% of World Bank projects include some climate benefits, up from 37% just two years ago.</p><p>Private finance is crucial, and the Government uses some of its climate finance to unlock investments from the private sector. To date, we estimate that the UK has leveraged £910 million of private investment. CDC and the Private Infrastructure Development Group (PIDG) have a key role in crowding in other investors and demonstrating that investment in low carbon, resilient development is possible. CDC has invested over $500 million in renewable power over the last 2 years, and PIDG $300 million.</p><p>The recently published UK Green Finance Strategy outlines how we will position the UK at the forefront of this global shift, catalysing the investment needed to transition to a net zero economy.</p>

star this property answer text <p>The Government recognises the importance of making drinking water more readily available in public places, as a means of reducing single-use plastic bottles. As laid out in the 25 Year Environment Plan, and Resource and Waste Strategy we are already taking action in this area.</p><p> </p><p>Ministers have supported transport hubs, particularly railway stations and airports, to offer refill points. It is encouraging to see the positive response from Network Rail and rail operators. Around half of the UK's international airports have water fountains enabling customers to refill their own water containers.</p><p> </p><p>The Government is supporting water companies, high street retailers, coffee shops and transport hubs to offer new refill points for people to top-up water bottles for free in every major city and town in England. The water industry is developing a network of refill points through its Refill app, managed by City to Sea. The app signposts to over 20,000 free refill points and is estimated to save over 100 million single use bottles from entering our waste stream by the end of 2019.</p>

There is likely to be variation in the extent to which organisations collect this information about their staff. As part of the LGBT Action Plan, the Government Equalities Office is working with the Office for National Statistics and the Government Statistical Service on a cross-government project to develop monitoring standards for sexual orientation and gender identity across central government. These standards will be freely available to the wider public and private sectors, which will enable organisations to introduce measures, such as monitoring the LGBT pay gap, if they so wish.</p> more like this

star this property answer text <p>The Food Hygiene Rating Scheme is operated by the Food Standards Agency (FSA) in partnership with local authorities across England, Wales and Northern Ireland.</p><p>Food businesses covered by the scheme are provided with stickers showing their rating. Those in Wales and Northern Ireland are already required by law to display the stickers at their premises, while those in England are encouraged to do so.</p><p>The case for extending mandatory display to England is being finalised by the FSA for ministerial consideration and ultimately cross-Government approval.</p><p>For businesses offering online ordering of food, legislation requiring provision of the rating at the point of choice is expected to be introduced in Northern Ireland once the Assembly is back in operation.</p><p>In Wales, the FSA and Welsh Government are working to address a FSA recommendation to the National Assembly for Wales to explore the introduction of a similar requirement for businesses in Wales that use online food ordering platforms. Proposals will be presented to Welsh Ministers in due course.</p><p>For England, provision of food hygiene ratings online will be considered in the case being finalised for ministers.</p>

That is why we have just announced our proposal to add the Paralympic Games to the list and we have started the statutory consultation process to do that. We are also considering the addition of women’s only sporting events where the equivalent men’s only tournaments are currently listed, which we plan to consult on later in the year. Successful prosecution depends on the police sighting the vehicle on the public highway and establishing that an offence has been committed. The UK is focused on de-escalation and we continue to urge the Iranian authorities to reduce tensions. The former Foreign Secretary spoke to Foreign Minister Zarif on 13 July to discuss the importance of finding a resolution to the current situation. We have been clear that Gibraltar’s action, with UK assistance, to detain the Grace 1 tanker was to enforce EU Syria sanctions in Gibraltar’s territorial waters on the basis that the oil was being transported to a sanctioned Syrian entity. The investigations being conducted around the Grace 1 remain a matter for the Government of Gibraltar.</p> more like this

star this property answer text <p>The British Ambassador in Peru raised Media Freedom with Foreign Minister Popolizio on 24 June, extending to him an invitation to the Global Conference on Media Freedom in London in July.</p><p>In his opening speech at the Conference, the former Foreign Secretary hailed the work of Investigative Journalist Gustavo Gorriti of IDL-Reporteros, noting that he &quot;has brought to light a series of corruption scandals involving business, the government and the judiciary&quot;. Mr Gorriti sent a video message in support of the Conference, and his fellow investigative journalists Paola Ugaz and Pedro Salinas were able to attend at the British Government's invitation.</p><p>The United Kingdom is fully committed to the promotion of media freedom and the protection of journalists. In 2019, the former Foreign Secretary announced our launch of the international campaign to end the climate of impunity and mobilise a consensus behind protection of journalists worldwide. We are currently considering how this campaign can best add value and reinforce existing mechanisms, including those of the UN and other international organisations. We have held discussions with Reporters Without Borders and are actively reviewing their proposal for a dedicated UN position on this issue.</p><p> </p><p> </p>

star this property answer text <p>Minister for the Commonwealth and the UN, Lord Ahmad of Wimbledon, held a bilateral meeting with Leslie Jaques, Lead Councillor for International Relations and Divisional Manager for Economics and Finance for Pitcairn at the Joint Ministerial Council in December 2018. The Minister reaffirmed the future sustainability of the island as being an important issue for Government, reassured that we remain committed to fully involving the Overseas Territories in the EU exit negotiation process and welcomed the positive findings of the Child Safety Review.</p><p>The Governor for Pitcairn visited the islands in May 2018, and is planning a further visit this August.</p><p>I was also glad to learn of the amazing work the Islanders contributed to on cleaning some of the horrendous plastic pollution from the beaches of Henderson Island (which is part of the Pitcairn group) last month.</p> more like this

star this property answer text <p>Through the Government’s Resources and Waste Strategy for England, published in December last year, sets out our plans to eliminate all avoidable plastic waste from all sectors, including the tourism industry.</p><p>We have already made good progress, banning microbeads, removing 15.6 billion plastic bags from circulation with our 5p charge, and committing to restrict the sale and/or distribution of plastic straws, drink stirrers, and plastic-stemmed cotton buds from April 2020.</p><p>Furthermore, the 25 Year Environment Plan announced that water companies have been working to create a network of free water refill points across England. Defra is working with Water UK on this roll-out, which is managed by City to Sea. This Thursday 1 August, locations for the first 50 public drinking water foundations for London were announced, part of a £5 million scheme. In September last year, water companies in England published their plans for reducing single-use plastic bottles in their regions. Ministers have written to many retailers, coffee shops and transport hubs asking them to provide tap water, allowing the public to refill bottles. We are also working across Government, for example with the Department for Transport, to encourage transport premises to extend the provision of free water and to publicise this.</p>

The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. Operational matters, such as the choice of legal representation, are commercial decisions for the for the Post Office.  I have therefore asked Alisdair Cameron, the Group interim Chief Executive of Post Office Limited, to write to the hon Member on this matter. There were also some initial performance issues which have now been resolved.</p><p> </p><p>At the end of June 2019, 93% of users indicated, from five feedback options, that they were satisfied or very satisfied with the online application service provided.</p><p> </p><p>Urgent action has been taken to address the delays which have been experienced in the probate service. Her Majesty’s Courts &amp; Tribunals Service (HMCTS) is increasing staffing levels and further improving the digital service to help reduce waiting times.</p><p> </p><p>Official statistics are not published on the average length of time from receipt of the application to the issue of a grant of probate and letters of administration. There were also some initial performance issues which have now been resolved.</p><p> </p><p>At the end of June 2019, 93% of users indicated, from five feedback options, that they were satisfied or very satisfied with the online application service provided.</p><p> </p><p>Urgent action has been taken to address the delays which have been experienced in the probate service. Her Majesty’s Courts &amp; Tribunals Service (HMCTS) is increasing staffing levels and further improving the digital service to help reduce waiting times.</p><p> </p><p>Official statistics are not published on the average length of time from receipt of the application to the issue of a grant of probate and letters of administration. star this property answer text <p>The Bus Services Act 2017 provides the tools local authorities need such as Enhanced Partnerships and Franchising to improve local bus services and increase passenger numbers. Our forthcoming Bus Open Data Digital Service will transform the experience for passengers by making it easier for them to work out the best options available.</p><p> </p><p>The Government has committed to provide £150 million of funding to support the delivery of smart and integrated ticketing across local transport and rail services in the north. Transport for the North, working closely with my Department, is in the final stages of procuring a digital platform that would make data on fares available online.</p><p>The Government has introduced a requirement for new franchises to introduce ‘one-click’ automated Delay Repay compensation, to make it easier for passengers to claim compensation when they have suffered delays.</p><p> </p><p>The Government has also rolled out smart ticketing on rail - smart tickets are now accepted at rail stations across almost all of the network, with all franchised operators offering smart cards and/or barcode ticketing.</p><p>We now want to ensure that across regional and urban commuter areas, smart ticketing can deliver the kind of pay-as-you-go structure that is used in London and make journeys easier.</p><p> </p>

star this property answer text <p>Universal Credit payments are available on the first day of a claim in the form of an advance payment of benefit. Advances of up to 100 per cent of a claimant’s expected Universal Credit award are available from day one of their claim, if required. Advances are paid back over a maximum of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, to 16 months.</p><p> </p><p>This is just one of a number of measures the Department has put in place to support claimants during their first assessment period, such as removing waiting days and paying those claimants moving from Housing Benefit onto Universal Credit a two week ‘transitional housing payment’. We are also introducing a two-week run on for eligible claimants of Income Support, Jobseeker’s Allowance and Employment and Support Allowance from July 2020.</p> more like this

star this property answer text <p>Our Universal Credit Claimant Survey, found that 98 per cent of claimants have internet access and did claim online, and the majority of those said they found the claim process overall to be straightforward. This can be accessed at:<a href="https://www.gov.uk/government/publications/universal-credit-full-service-claimant-survey" target="_blank">https://www.gov.uk/government/publications/universal-credit-full-service-claimant-survey</a></p><p>All Jobcentre Plus offices across the country have Wi-Fi and computers available for claimants to access the internet. For those that are still unable to access or use digital services, or are not able to travel, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.</p><p>The Work Coach or Case Manager supporting the claimant can inform them of how their award is calculated and the breakdown of their deductions and, where needed, can provide this in writing.</p><p> </p>

star this property answer text <p>The Department takes the prevention of fraud extremely seriously. Part of its strategy includes ensuring Universal Credit transactions are secure, including tackling loopholes fraudsters may seek to exploit, which sadly can target some of our most vulnerable claimants.</p><p>It is, however, important to recognise that the vast majority of advances on Universal Credit are legitimate and ensure those in need of financial support get the help they need during their transition to Universal Credit.</p><p>All claims where fraud may have been committed are investigated. We are committed to the use of penalties such as prosecutions and tough financial penalties, where appropriate, to discourage this fraudulent behaviour. The Department considers all cases on their own merits and decisions are made on the strength of the evidence provided.</p><p>Additionally, we have a dedicated team of investigators to address this issue, and are working with Social Media sites to shut down posts which promote this fraud. The Department also operates a policy of explicit consent to help reduce the risk of fraud by ensuring that our claimants’ data is kept safe from unscrupulous organisations and individuals.</p><p>The Department is also raising awareness of this issue through a campaign being run on social media to remind people of the importance of safeguarding their identity. We have also been working to further improve knowledge and awareness of advances fraud amongst Jobcentre and Service Centre staff and guidance has been issued to ensure that staff are aware how to refer cases of suspected fraud to the Department’s Counter-fraud team.</p>

star this property answer text <p>The Environment Agency (EA) risk-manages the spread of contaminants into the mid-Chiltern groundwater body using the CLR11/Land Contamination Risk Management framework, and the EA’s approach to groundwater protection. The EA agree voluntary remediation statements with relevant parties, and/or serve mandatory remediation notices under Part 2A of the Environmental Protection Act 1990 (EPA).</p><p>The EPA also gives the EA the power to enforce and control emissions to groundwater which is part of the Water Framework Directive’s Thames River Basin Management Plan. The plan provides a detailed explanation of the management of both waste water, and pollution from towns, cities and transport. Measures include, but are not limited to:</p><ul><li><p>The EA issues environmental permits to protect the environment from pollutants.</p></li><li><p>They work with the water industry to develop a long-term strategy for sewerage to prevent deterioration of permitted discharges.</p></li><li><p>The EA and the Health and Safety Inspectorate enforce restrictions and bans on the use of certain chemicals.</p></li><li><p>Local Government considers the impact on water quality in all aspects of planning and development.</p></li><li><p>The EA uses anti-pollution works powers under the Water Resources Act 1991 to prevent or clean up small scale pollution, e.g. repairing misconnections.</p></li><li><p>Industry, manufacturing and other business comply with existing regulations, e.g. Environmental Permitting (England and Wales) Regulations 2010 to make sure that chemicals are properly managed and surface water drainage is properly used and maintained.</p></li><li><p>The EA and Highways England apply the memorandum of understanding agreement covering the strategic road network and remediation of high risk outfalls.</p></li><li><p>The EA and Network Rail operate under the terms of a memorandum of understanding covering contaminated land, water discharge and use of pesticides.</p></li><li><p>The EA and the water industry investigate and deal with misconnections, for example, through the National Misconnections Strategy group and in accordance with Defra’s diffuse urban action plan.</p></li><li><p>Local Government works with industry, manufacturing and other business (Local Enterprise Partnerships), and non-governmental organisations (catchment partnerships and Local Nature Partnerships) to develop joint improvement programmes.</p></li></ul><p> </p><p> </p>

star this property answer text <p>The site adjacent to Newyears Green Bourne (between Harvil Road and Harefield No.2 Lake) where High Speed 2 (HS2) is to be constructed is not designated as ‘Contaminated Land’ under the Environmental Protection Act 1991 (EPA). However, the Newyears Green Lane landfill site, located 400 metres to the North East of the site adjacent to Newyears Green Bourne is ‘Contaminated Land’.</p><p> </p><p>HS2 have reviewed the potential for contamination to be present on the site adjacent to Newyears Green Bourne by referring to historic mapping, a site walkover and the sampling of groundwater. This investigation has not highlighted any previous activities likely to have caused contamination of the ground or the presence of any contamination attributable to activities on the site.</p><p> </p><p>HS2 contractors are currently assessing risks associated with test piling at this site as part of an application for approval under Schedule 33 of the High Speed Rail (London – West Midlands) Act 2017. The Environment Agency will then review their risk assessment, which includes consideration of impacts on public water supply abstraction at Blackford pumping station.</p><p> </p>

star this property answer text <p>Figures published on 12<sup>th</sup> July 2019 showed that in May of this year, out of a total of 830 children, the ethnicity was known for 811 children, out of which the number of children from a Black, Asian, and Minority Ethnic background held within the youth custodial estate was 408 in England and 7 in Wales. Overall, this represents 51% of the youth custodial estate population for which the ethnicity was known across England and Wales. These figures are provisional, and might change as more data is reported.</p><p> </p><p>Snapshots of the youth custody data are published monthly, showing the percentage of children in custody who are from a Black, Asian, and Minority Ethnic background. Although there are monthly fluctuations, over the year 2018/19 an average of 48% of children in custody in England and Wales were from a Black, Asian, and Minority Ethnic background.</p><p> </p><p>The MoJ does not hold figures for Northern Ireland and Scotland.</p><p> </p><p>We accepted every recommendation made in David Lammy’s review of racial disparities in the criminal justice system and have since been reviewing fairness of sentence outcomes and working to improve understanding of legal advice and options for Black, Asian and ethnic minority children.</p>
