	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The Department’s National Institute for Health Research (NIHR) is working with NHS England, cancer charities, teenage and young adult cancer patients, and clinicians towards meeting this NHS Long Term Plan commitment.</p><p>The NIHR Clinical Research Network has held two summits. The first summit, held in 2017, developed a clear strategy. The second summit, held in April this year, focused on ensuring that the strategy’s objectives were still fit for purpose, and that the right stakeholders were engaged to ensure successful delivery. The drive to improve survival rates through earlier diagnosis, therefore, has meant that demand and activity have been rising for a number of years. This has resulted in more people being referred and diagnosed than ever before.</p><p>Improving diagnosis and ensuring better outcomes for patients diagnosed with cancer is a priority for Durham Dales, Easington and Sedgefield Clinical Commissioning Group (CCG), and County Durham is consistently better in terms of coverage than the national average for all three cancer screening programmes. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Department published an updated National Framework for NHS Continuing Healthcare (CHC) in March 2018, following a period of extensive engagement with stakeholders and those working across the National Health Service and local government.</p><p>The update provided clarity on policy areas and reflected legislative changes such as the Care Act 2014. Importantly, none of the 2018 amendments and clarifications to the National Framework changed the eligibility criteria for NHS CHC.</p><p>Following the of the National Framework, the Department and NHS England are working jointly to explore the NHS CHC and NHS-funded Nursing Care initial pathway including the CHC Checklist tool.</p><p>NHS England has launched an NHS CHC Strategic Improvement Programme and is helping clinical commissioning groups to improve their application of the NHS CHC National Framework. 	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>The United Kingdom formally signed the Council of Europe Convention on Organ Trafficking on 25 March 2015 and has legislation in place to ensure consent is always provided to prevent organ trafficking. The Government also supports the 2008 Declaration of Istanbul on Organ Trafficking and Transplant Tourism, which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>When the UK signed the convention, it did so on the basis that it reserved the right not to apply the jurisdiction rules laid down in paragraph 1.d and e of Article 10 of the convention. NHS England has advised that there are currently over 200 practices participating in the programme. However, data is not held about the number of children who have benefitted since its launch.</p><p>NHS England has advised that the Starting Well programme board has taken a decision not to publish an interim report but anticipates that the full report will be published by the end of this year.</p><p>NHS England has also developed Starting Well Core, an offer made available to all local dental commissioners in England. The aim is to promote early preventative care for children aged 0-2 as well as increasing dental access and attendance. NHS England has confirmed that as of 31 March 2019, approximately 1,400 NHS England dental practices were participating in Starting Well Core.
