The first summit, held in 2017, developed a clear strategy. The second summit, held in April this year, focused on ensuring that the strategy’s objectives were still fit for purpose, and that the right stakeholders were engaged to ensure successful delivery. The drive to improve survival rates through earlier diagnosis, therefore, has meant that demand and activity have been rising for a number of years. This has resulted in more people being referred and diagnosed than ever before.</p><p>Improving diagnosis and ensuring better outcomes for patients diagnosed with cancer is a priority for Durham Dales, Easington and Sedgefield Clinical Commissioning Group (CCG), and County Durham is consistently better in terms of coverage than the national average for all three cancer screening programmes. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Department published an updated National Framework for NHS Continuing Healthcare (CHC) in March 2018, following a period of extensive engagement with stakeholders and those working across the National Health Service and local government.</p><p>The update provided clarity on policy areas and reflected legislative changes such as the Care Act 2014. Importantly, none of the 2018 amendments and clarifications to the National Framework changed the eligibility criteria for NHS CHC.</p><p>Following the of the National Framework, the Department and NHS England are working jointly to explore the NHS CHC and NHS-funded Nursing Care initial pathway including the CHC Checklist tool.</p><p>NHS England has launched an NHS CHC Strategic Improvement Programme and is helping clinical commissioning groups to improve their application of the NHS CHC National Framework. The Government also supports the 2008 Declaration of Istanbul on Organ Trafficking and Transplant Tourism, which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>When the UK signed the convention, it did so on the basis that it reserved the right not to apply the jurisdiction rules laid down in paragraph 1.d and e of Article 10 of the convention. NHS England has confirmed that as of 31 March 2019, approximately 1,400 NHS England dental practices were participating in Starting Well Core. Those in Wales and Northern Ireland are already required by law to display the stickers at their premises, while those in England are encouraged to do so.</p><p>The case for extending mandatory display to England is being finalised by the FSA for ministerial consideration and ultimately cross-Government approval.</p><p>For businesses offering online ordering of food, legislation requiring provision of the rating at the point of choice is expected to be introduced in Northern Ireland once the Assembly is back in operation.</p><p>In Wales, the FSA and Welsh Government are working to address a FSA recommendation to the National Assembly for Wales to explore the introduction of a similar requirement for businesses in Wales that use online food ordering platforms. The Government recognises that there is variation in the commissioning of National Health Service fertility services across England. Patients with infertility have every right to expect NHS services based on clinical need.</p><p>Clinical commissioning groups (CCGs) have a statutory responsibility to commission healthcare services that meet the needs of their whole population, including fertility services. 	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>New European Union Regulations for medical devices (MDR) entered into force in May 2017 and will fully apply from May 2020.</p><p>The new Regulations substantially strengthen the regulatory framework for medical devices and notified bodies are having to make significant changes to meet the enhanced requirements. These changes have the aim of improving the quality, consistency and rigour of notified body assessments, which was one of the Government’s key aims for the new legislation.</p><p>Ministers have met with and received letters from industry representatives who have raised concerns about capacity in the notified body sector across the EU to support the implementation of the MDR. The Government recognises the importance of having competent notified bodies across the EU in place in sufficient time to ensure continuity of supply of products to the United Kingdom market.</p><p>For this reason, at the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council on 14 June, the Parliamentary Under-Secretary of State (Baroness Blackwood of North Oxford) raised the Government’s concerns about the readiness of critical infrastructure required to implement the MDR and the risk that some existing and new to market products will not be available to patients as a result.</p><p>We very much recognise the benefits of the new Regulations and the imperative of full implementation as soon as possible in the interests of patient safety. Therefore, at EPSCO the Government emphasised the importance of finding a coordinated solution at an EU level and we will continue to do what we can to influence these discussions.</p><p>In parallel with this activity, the Medicines and Healthcare products Regulatory Agency (MHRA) has been engaging with its notified bodies on an ongoing basis to ensure that sufficient resources are in place and notified bodies are prepared for the implementation of the new EU legislation. The MHRA is also offering a substantial amount of resource to the EU in order to support and expedite the designation process.</p><p>Through the Office for Life Sciences, the Government plans to work with stakeholders to come to a shared understanding of the issues and discuss what further mitigating action could be taken. As part of the five-year general practitioner contract announced earlier this year, the BMA and NHS England asked the Government to consider introducing a 50:50 option as an appropriate flexibility, and the BMA have welcomed this as a step in the right direction.</p><p>The consultation period is an opportunity to listen to a range of views before reaching a final position that works for both staff and taxpayers. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>In addition to mainstream mental health services, NHS England commissions two bespoke services for veterans experiencing mental health difficulties.</p><p>The first is the Transition, Intervention and Liaison Service (TILS) which supports serving personnel who need additional support as they are leaving the armed forces and veterans who have mental health issues. The TILS is also the entry point to the Complex Treatment Service (CTS), the second service commissioned by NHS England. The CTS is able to provide a range of more intensive care and treatment for veterans with military related complex mental health difficulties, many of whom will have experienced trauma. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Services for patients with genetic haemochromatosis are commissioned locally through clinical commissioning groups (CCGs) which have a statutory responsibility to commission services which meet the needs of their local population. For example, Leeds CCG commissions the consultant led haematology service at Leeds Teaching Hospitals, which includes support for haemochromatosis. Sustainability and transformation partnerships (STPs) are enabling service coordination across wider footprints and the NHS Long Term Plan sets out the ambition for all STPs to evolve into integrated care systems (ICSs) by April 2021. ICSs are an ‘evolved’ form of a STP, making faster progress in integrating care across their area, bringing together organisations to provide more seamless care for patients.</p><p>The Government is committed to making the United Kingdom a leader in embedding genomics in healthcare and offer a consistent, world class approach to the genetic identification of rare diseases, including genetic hemochromatosis. The Genomics Medicine Service was announced in October 2018, supported by the National Genomic Test Directory which specifies which genomic tests are commissioned by the NHS in England, the technology by which they are available, and the patients who will be eligible to access a test.
